Aims of This Session • To get to know with each other; • To fully understand the objectives and expected outputs of this programme; • To confirmthe timetable of the course,and make necessary finetuning to it reflecting needs and expectations of the participants; and • To share responsibilities among the participants.

  4. Three Basic Rules • Be active and participative in all activities throughout the course; • Be attentive to your classmates and try to learn from each other; and • Be punctual!

  5. Self-Introduction • Your trade union experience; • Your expertise in information technologies; and • Your expectation in this training course.

  7. Long-Term Objectives This Course is aimed atcontributing to: • Promoting a structure within trade unions responsible for I.T.; • Strengthening the capacity of trade unions for developing policies and strategies on I.T.; • Facilitating workers’education and training programmes on I.T.; • Promoting communication networks among unions – nationally, regionally & globally; and • Facilitating the participation of unions in the use and design of Open Source software.

  8. Immediate Objectives (1) At the end, the participants will be able to: • Broaden understanding on current labour issues, and the role of ILO/ACTRAV/ILS in the context of globalization; • Understand the usefulness of I.T., in particular the Internet, for the development and promotion of trade union movement; • Deepen understanding on Open Source movement, and recommend good Open Source solutions for trade unions; • Identify the best option of communication networks for trade unions at different levels; • Know how to use “SoliComm”, and propose effective use of SoliComm for their organization.

Immediate Objectives (2) • Design and create database and website for their own trade unions; • Understand the technology, mechanism and operational procedures of distance education, and organize D.E. programmes; • Propose long-term objectives and strategies designed to meet the needs of their organization in the area of I.T.; • Know how to write an effective project proposal, and produce individual work plan for the implementation of an I.T. project; and • Obtain practical knowledge on how trade unions can effectively utilize I.T. to advance their movement (through a study visit to Japan).

Target Outputs • Focal Points for I.T. in 12 national centres who have capacity of; • Fully utilizing/managing SoliComm; • Advancing I.T. policies and strategies within their own organizations and a regional T.U. movement; • Promoting communication networks of trade unions in Asia and the Pacific region. • 12 Work Plans on advancing trade unions’ use of I.T. that will contribute to achieving the long-term objectives of the course; and • Training materials / curriculum on I.T. for trade unions.

  13. 2nd Week Networking & Communications • Use of SoliComm • Discussion on Open Source movement • Use of Open Office • Introduction to Linux • Networking Solutions (Windows Server, Linux Server) • Virtual Private Network (VPN) • Database solutions (MySQL).

  14. 3rd Week Internet and Websites • History of the Internet and labour movement • LabourStart • How can trade unions more effectively utilize the Internet • Use of I.T. and Internet by trade unions in Asia and the Pacific • Creating websites for trade unions.

  15. 4th Week I.T. Policy, Strategy & Work Plans • Methodologies of Distance Education • Development of individual workplans • Presentation of workplans.

  16. 5th Week Study Visit (to be hosted by JILAF) • Visit to Miyazaki, Fukuoka and Nagasaki • Briefing on: • Japanese labour movement & I.R. system • Use of I.T. by Japanese T.U.s • Participation in ICFTU World Congress in Miyazaki • Exchanges with local activists of JTUC-RENGO in Fukuoka • Visit to workplaces • Social visit to Nagasaki.

  17. Linux and Network • Introduction to Linux • Comparison between Windows and Linux – advantages and disadvantages of Linux • Adopting Linux for Office Network solutions • Local Area Network and Wide Area Network • Virtual Private Network (VPN).

  18. Database • Introduction to Relational Database • Basics of SQL • Introduction to MySQL – an open source database solution • Building a simple database with MySQL • Integration of MySQL with PHP • Using Macromedia Dreamweaver to create a dynamic website with PHP and MySQL.

  19. Website • Basic concept of creating a website • Different options for creating a website • For advanced group: • Creating a website with Dreamweaver • Creating a dynamic website with Dreamweaver + PHP + MySQL • For novice group: • Creating a website with Mozilla Composer.

  20. 4. Individual Work Plans • Concept of work plans • SPROUT and LFA • Development schedule

Concept of Work Plans • Work plan is: aproject proposal that aims to address a specific problem and/or a priority agenda for your organizationand to achieve a desired outcome in a specific subject area within a specific time period; • You are expected to implement the work plan upon your return to your country as your contribution to your organization; • Your work plan should contain clear “objectives”, “target groups”, “outputs” and “activities”; and • Work plan must be feasible, realistic and implementable.

SPROUT and LFA • SPROUT = Summary Project Outline = the standardized format for project proposal within the ILO and other UN agencies • LFA = Logical Framework Approach = globally well-known, well-established methodology for project proposal, based on a problem-solving method • Participants will (can) use a model work plan to develop their own work plan.

Development Schedule • By the end of the second week (19 Nov.) • Identification of a problem/issue and a desired situation • By the end of the third week (26 Nov.) • Completion of an outline (using a model workplan) • In the fourth week • Preparation of a workplan (Tue., 30 Nov.) • Presentation of a workplan (Wed., 1 Dec.)

Programme Committee • Assist and encourage participants to be punctual at all times especially for training sessions; • Assist and encourage participants to keep the training room tidy and to see that training aids (projector, white board, flip-chart, etc) are available when necessary; • Assist trainers/resource persons as necessary; • Receive and introduce resource persons at the beginning of their sessions, and give a vote of thanks at the end; and • Set an example of participation within the group and encourage other participants to actively participate.

Report Committee • Summarize the major points of each training session; • Report their summary of the previous day’s training sessions and proceedings at the beginning of each day (a reporter should be changed everyday); • Complete a weekly summary report of the training course at the end of each week; and • Report their summary of the previous week’s training sessions on Monday morning .

Recreation Committee • Plan and propose items/events for extra-curriculum recreational activities (e.g. in the morning or in the evening), such as sports, games or parties; • Plan and propose short energizers that participants can demonstrate during or between training sessions (e.g. singing a song, stretching or exercising); and • Plan and arrange social and cultural activities or events during free time and for weekend.

  31. Course Council • Shall consist of the team leader of the different committees and the tutors (Marc and Hiro) = total five members; • Will meet as necessary to discuss progress, difficulties, suggestions concerning the programme so as to continuously monitor and improve the learning environment and experience for participants; and • Elect the Chairperson of the group.

  32. Basic Operations • The composition of the committees will be changed weekly; • Each committee needs to elect a committee leader, who then becomes a member of the Course Council; • The tasks of the committees should be fairly divided among the members; • Proposals for organizing major events/ activities and/or collecting money need to be approved by the plenary of the group; and • Minority opinions should be respected.
