2. Underlying Problem Given that the Future Scene shows that social and political instability may cause riots to occur in Vandaquim which may shun investors away from Vandaquim, how might we improve social relationships amongst citizens and the government so that investors will slowly start to invest in Vandaquim again due to the decrease in riots (Racial & Political) by 2060 so that there is minimal damage to the society and economy in Vandaquim.

3. Best Solution • The government can try and build better relationships with neighboring countries through ASEAN and can ask other countries to provide financial aid by providing national loans to Vandaquim. This money can be used to improve and upgrade the education system or can be invested in industrialization to create a stable source of revenue. This will allow Vandaquimians to be better educated due to the extra funds. This will also reduce the chances of a political riot as Vandaquim’s economy will also grow and provide more jobs for Vandaquimians.

4. Part 1 Action Plan! • The government of Vandaquim will build good relations with the neighboring countries through ASEAN. This will result in the neighboring countries willing to help Vandaquim with its problem. • Once the government of Vandaquim has built good relations with the neighboring countries, they will request from them for money to borrow and state that we will return it to them in the near future after we have obtained sufficient funds.

5. Part 2 Action Plan! • Once Vandaquim has enough money, it will start improving the country’s systems, specifically: Education, Industrial and Employment. Education improvement would mean to include enough working tools for Teachers. Industrial improvement would mean to build more industries to manufacture and produce more products. Employment improvement would mean to enable more jobs for people. • Once the above has been implemented, the outcome should be this: Students will have better education. Teachers will also be more devoted to their jobs as the government will have enough money to provide incentives to those who do a better job than others. With this motivation, Vandaquimians will be able to produce more capable workers. This will attract foreign investors as Vandaquimians are skilled laborers.

6. Part 3 Action Plan! • Industries would produce and manufacture more products which would produce more income for Vandaquim. They should start with the labor-intensive industries to provide job opportunities for the Vandaquimians. When all the Vandaquimians have jobs, they will not try to create riots. Employment would provide a stable and sufficient income for Vandaquimians. With these into place, Vandaquim will start profiting and will earn money. Later it will be able to repay whatever debts it has. • After a few decades, when Vandaquim has earned enough money to handle its problems and some extra money, it can repay the neighboring countries, resulting in a win-win situation for Vandaquim and the neighboring countries. This will improve the overall image of Vandaquim and more investors would be willing to set up factories in Vandaquim. Thus forming a virtuous cycle.
