Minimize: Root Mean Square Error • Weights normalize different observation types (units, magnitudes, data accuracy) • Prioritize: • Total weight by observation type: (Σwi, Σwj, Σwk) on stage (s), flow and velocity (f), and EC (c) • Individual weights within each category
