Lepida:main focus • Lepida is a broadband infrastructure, for its most part • exploiting fibre optics technology to interconnect over 400 Public • Administrations throughout the Region and 43,000 public employees. • Lepida is owned by Emilia-Romagna Region and local Public Administrations. • Lepida is the “highway” through which to distribute eGovernment • applications to businesses and citizens. • The investment for Lepida is shared by Public Administration and private • companies, which make use of part of the infrastructure to provide • broadband connectivity services to the private market. • The public investment has two main targets: • - to interconnection all public administration; • - to bring broadband investment to areas where it would not have been • considered profitable by the incumbent, based on a pure market-driven • perspective, contrasting geographical digital divide.

  15. The network will be realised through 3 steps THE GEOGRAPHIC NETWORK (2003-2006) The backbones are built. One point of presence for each Municipality 1 LEPIDA DEDICATED TO THE PUBLIC ADMINISTRATIONS MAN (2005- 2007) In the urban areas, all the buildings of Public Administrations are connected 2 LEPIDA TO CITIZENS (2006-2009) Fighting the digital divide by using Lepida’s backbones to interconnect the TLC operators. Broadband services to the business and the citizens by using the optical fibres of the private companies. LEPIDA DEDICATED TO THE BUSINESS AND CITIZENS 3

  17. Step 2: MAN THE SECOND STEP OF THE INITIATIVE STARTED AT THE END OF 2005 • At the end of the first step, Lepida has created one point of presence in each Municipality. The second step has the goal to increase the number of Public Administrations connected to Lepida in each urban area. • The Municipality, the Province, the Region, the Hospitals, the Health offices, … predispose an unique project, avoiding duplications and redundancies. • Specific institutional agreements will be signed, one for each urban area. The Region will have the role to co-ordinate the projects and to find the suitable partners (the same of the first phase, or not). • Already done 30 MAN projects

LEPIDA’s MAN: estimated figures 240 the estimated number of Municipalities where urban area networks will be realised 30,000,000 Eurosthe estimated total cost IMPLEMENTATION COST Each Public Administration will pay for its own urban area (sub)network, and will become the owner of the optical fibres which constitute its (sub)network. NETWORK MANAGEMENT COST Each Public Administration will pay for its own network services and infrastructure maintenance. Mainly dark fibers technologies will be chosen in bigger urban areas.

Statistics tell us thatinEmilia-Romagna population still not reached by HDSL equalled to 280.000 inhabitants and 22.000 enterprises (October 2005); BUT population not covered by ADSL equals ca. 600.000 inhabitants and 50.000 enterprises; this means 15% population living in : 109 Municipalities (out of 341) which are completely not covered by ADSL services, mostly situated in mountain areas (90 municipalities are in Objective 2 areas): they count 400.000 inhabitants; residents in partially covered areas have to be added on. Digital Divide in Emilia-Romagna: THE PROBLEM

THE AIMin Regione Emilia-Romagna To promote a set of initiatives to fill the infrastructural gap so that: in the short-medium term (2-3 years) all municipal areas are covered by ADSL, at least for those citizens using the local exchange operative for the core of the municipality; furthermore we shall promote technological integration. In the long term (5 years) have 98-99% of the territory covered

  26. Step 3 LEPIDA vs Digital Dividefibres owned by multi-utilities against the digital divide. Lepida represents an important step towards the reduction of digital divide: IMPORTANT: Lepida, is largely present in areas where the infrastructure of the national telecom operators is scarce. Lepida will be made available to telecom operators to diminish the digital divide and provide services to private customers too.

Step 3 Lepida vs wireless tecnologies For this phase the various technical options available via radio technologies, wireless solutions such as WiFi 802.11b, WLL or pre-WiMax will be studied and feasibility will be analysed according to territorial specifications, costs, agreement on the part of the local authorities, the industrial actors and the telecom operators to support part of the investment .
