Using Data for Analysis - Demonstration of OTIS/ECHO Michael Barrette US EPA RCRAInfo National Meeting Nashville, TN Aug 2-4 US EPA, OECA, IUTB
Online Tracking Information System (OTIS) • Available to EPA, Federal Agencies, States, EPA contractors. • Is an “extranet” program using IP addresses for security (rather than log-in) • Includes 16 search interfaces. • 340 agencies are signed up. • Receives 10,000-20,000 queries per month. • Located at www.epa.gov/idea/otis US EPA, OECA, IUTB
Data Sources • OTIS data is supplied from the Integrated Data for Enforcement Analysis (IDEA) mainframe. • IDEA captures multiple databases once per month, including: • RCRAInfo • PCS • AFS • ICIS • TRI • SDWIS US EPA, OECA, IUTB
OTIS Capabilities • Complex queries for individual statutes or cross-media. • Summary and detailed facility reports. • Mapping. • Statistical/trend interfaces. • Downloading. US EPA, OECA, IUTB
Key OTIS Uses • Targeting for inspections. • Analysis of areas or sectors. • Summarizing activities performed by jurisdiction. • Tracking facilities with violation history. • Trend or geographic analysis. • Data quality assurance. US EPA, OECA, IUTB
Why Use OTIS? • RCRAInfo users may ask why should they use OTIS instead of, or in addition to RCRAInfo. • The main drawback of OTIS is that data are up to one month old, however: • Queries forms are intuitive • Queries are fast • Reports are easy to understand • Additional data sources can supplement your data. • Statistical information can help you spot data errors. US EPA, OECA, IUTB
OTIS Reports • Detailed Facility Report • Key integrated data for CAA, CWA, RCRA, TRI, and Census. • ICIS Case Report – Detailed information about EPA Enforcement Cases • Links to TRI, Permit, Demographic and health data via EnviroFacts • Coming soon – direct links from OTIS to RCRAInfo Comprehensive CM&E Report. US EPA, OECA, IUTB
Demonstration of OTIS • Example OTIS queries • Who is regulated? – Nashville, TN • Which have had inspections within a year? • How many mills (NAICS 325181) in TN? • How many SNCs in TN? • Which are longest violators w/out action? • High TRI Releasers by CESQGs in TN? • >12 lingering violations – no inspections in 3 years (TN and Region 4) • LQGs not inspected in 3 years and 50% minority population • Mapping • Management Reports (Trends) US EPA, OECA, IUTB
Other OTIS Features • Watch List interface • “Partner sites” including dedicated sites for Federal Facilities and Performance Track. • Ability to use “multimedia” interface to see cross-media issues. • Ability to “batch” a set of RCRA IDs into a detailed query. US EPA, OECA, IUTB
ECHO • EPA’s “public” version of OTIS. • Contains similar reports to OTIS. • Time window is currently 3 years. • Data heavily caveated to provide context. • Network of Data Stewards in Regions/States support data stewardship process. • EPA planning to increase time window to 5 years. • Site is heavily used in business – particularly for RCRA. US EPA, OECA, IUTB
