BPOA: GLOBAL PROGRAMME OF ACTION FOR THE SUSTAINABLE DEVELOPMENT OF SIDS 1. AGENDA 21- CHAPTER 17 2. BPOA- 1994 3. BPOA+5 (1999) 4. WSSD (2002) 5. IM- BPOA+10
1. AGENDA 21: Chapter 17-G Highlighted the following: • “Special Case” of SIDS both for environment and development. • Ecologically fragile, vulnerable, smallness, geographic dispersion, isolation from markets, preventing economies of scale. • Considered vulnerable to global warming and sea level rise and experiencing frequent natural disasters such as cyclones, floods, hurricanes. • These are special challenges to planning for and implementing sustainable development.
1. Agenda 21…contd. • Recognition must be given to the “special development requirement of SIDS” and accorded adequate priority in the provision of assistance w.r.t the development and implementation of s.d plans. • Estimated cost of about $130million (1993-2000); $50m (grants or concessional terms) from international community.
2. BPOA • First Global Conference on Sustainable development and the implementation of Agenda 21. Held from 25/4-6/5 1994. • Translates Agenda 21 into specific policies, actions and measures to be taken at the national, regional and international levels to enable SIDS achieve sustainable development. • Seen as the first test of the global partnership by which rich and poor countries agreed to work together for sustainable development.
2. BPOA….Affirmation • Survival firmly rooted in HR and cultural heritage. People must be the central position in the process of s.d. • Have sovereign rights over natural resources. • Vulnerable to natural as well as environmental disasters and have limited capacity to respond and recover from it. • Critical interest in the protection of coastal zones and oceans against the effects of land-based pollution. • Limited freshwater resources. • Increasing amounts of waste and hazardous substances. • Limited facilities for waste disposal. • Waste management. • Transboundary movement of hazardous materials.

BPOA….Affirmation….contd. • Limited in size, vulnerable economies, dependent upon narrow resource bases and on international trade (price-takers). • National capacities and self-reliance ought to be enhanced (HRD, institutional & administrative capacities, legislations) to enable SIDS implement the BPOA. • Urgent need to address the constraints to sustainable development. • Special roles of NGOs, importance of partnerships between Govts, IGOs & other major groups.
2. BPOA….Affirmation…contd. - International Community should cooperate with SIDS in the implementation of the BPOA by providing effective means, including adequate, predictable and additional financial resources in accordance with Chapter 33 of Ag21.
3. BPOA+5 • 5 Year review of BPOA held in 1999. • Undertook a comprehensive review of the BPOA & called for concerted efforts to support its implementations.
4. WSSD- Johannesburg Plan of Implementation (JPOI) • Reaffirmed the “special case of SIDS”. • Highlighted a series of SIDS-specific issues and concerns. • Chapter VII devoted to SIDS.
5. International Meeting: BPOA +10 • UN General Assembly Resolution 57/262 mandated the convening on an International Meeting, including a summit segment, to undertake a comprehensive review of the BPOA. • Showcasing our success?
Challenges? • The success of the global POA for SIDS is contingent upon our preparations at the national and regional level…this is the time and forum to do it. • The importance of NARs is a critical platform to our success, measured by progress in sustainable development agenda at the national level in the Pacific sub-region.
