  1. Eat Smart Move More All Summer Long! 2015 NC Affordable Housing Conference

  2. Purpose The main focus of the Programs is to target areas where low-income children reside and provide them with free nutritious meals during the summer. Less than 20% of the children who are eligible for free and reduced priced meals during the school year receive free meals during the summer time.

  4. School Nutrition Services • Sign agreements with sponsors • Provide training and technical assistance to sponsors • Monitor and distribute reimbursements

  5. Who Can Be a SFSP Sponsor? • Public or private non-profit school food authority (SFA) • Unit of local, municipal, county, tribal or State government • Public or private non-profit camp • Public or private college or university • Private non-profit organization

Sponsors are responsible to… • Prequalify- Demonstrate Financial and Administrative capability • Attend State Agency training • Administer the program • Ensure Site Eligibility • Evaluate and select sites • Monitor sites • Train staff • Report to the State Agency • Meet SFSP regulation for meal service • File claims for reimbursement

  7. Reimbursement SFSP reimbursement rates are annually determined by USDA and consist of two parts:

  9. What’s a Site? • A physical location approved by the State Agency where SFSP meals are served and eaten in a supervised setting during an approved meal service time. • Sites may be located in a variety of settings

  10. Sites are responsible for... • Attending sponsor’s training • Feeding and supervising children • Daily meal count records • Communicating with sponsor • Providing activities • Meal Service- meeting SFSP regulation

  11. SFSP Sites by Type

  12. Type of Site: Open • Located in “needy areas” only • Available to all children in the area • Up to 2 meals or snacks per day • Documentation requirements: • School Data • Census Data

  13. Type of Site: Restricted Open Originally operated as an open site - Limits the number of children served daily for reason of security, safety, and control THE SAME MEAL SERVICE AND ELIGIBILITY REQUIREMENTS AS AN OPEN SITE

Type of Site: Closed Enrolled • Serves no more than 2 meals or snacks day • Serves enrolled children only and provides organized activities • May be located in needy or non-needy areas • Documentation requirements • Needy areas: school data and census data • Non-needy areas: income eligibility applications (IEA) or school lists of income eligible participants

  16. Type of Site: Camps • Provide organized activities with food service • Up to three meal services each day • Only reimbursed for meals served to eligible children • Documentation Requirements • IEA • School lists of income eligible participants

  17. Type of Site: Migrant • Serves primarily migrant children • Confirms migrant status • Receives documentation from a migrant organization • Serve up to 3 meals per day

  20. What is it? The FNS Capacity Builder helps to: Determine area eligibility Find gaps in service Locate open sites Provides census block numbers Census block averaging Website: http://www.fns.usda.gov/capacitybuilder

  21. Determine Area Eligibility Once at the Capacity Builder Website: Enter potential site address including zip code in Search Box Select the LAYERS tab Uncheck all boxes except FY2015 Area Eligibility CACFP SFSP SSO

  22. Determine Area Eligibility Once at the Capacity Builder Website: • Zoom out until you can see whether the site is in a blue are or a red area • Blue area = NOT ELIGIBLE • Red area = ELIGIBLE

SFSP MEAL PATTERN BREAKFAST For a breakfast to be a reimbursable meal it must contain: • One serving of fluid milk (8 fl. oz.) • One serving of a vegetable or fruit or full strength juice to equal (1/2 cup) • One serving of grain/bread (varies by type) • One meat or meat alternative (optional)

  28. SFSP MEAL PATTERN SNACKS • For a snack to be a reimbursable meal, it must contain two food items. • Each food item must be from a different food component. • However, juice cannot be served when milk is served as the only other component.

  29. SFSP MEAL PATTERN LUNCH/SUPPER For a lunch or supper to be a reimbursable meal, it must contain: • One serving of milk (8 fl. oz.) • Two or more servings of vegetables and/or fruits (combined must equal ¾ cup) • One serving of grain/bread • One serving of meat or meat alternate (2 oz.)

  30. Participant Eligibility Children and youth 18 years old and younger and persons who are determined by a state or local educational agency to have mental or physical disabilities and who still participate in an educational program during the regular school year.
