Transport Planers main aims are to: • tackle congestion • improve accessibility • reduce casualties- As well as providing means to; • support the economy • Help create thriving communities • foster social inclusion • Help regeneration • And, at the same time doing their best to protect the environment
Feedback from workshop 1- Have we got the right plans in place? • In general terms yes,but; • We need to find the best development sites • We need to use planning gains and other means to bring in funding • We need to have better understanding of employment type options and access to employment locations • We need to plan for longer term • We need to take into account environmental impacts
Workshop 2- How can we best ease traffic congestion? • We need stronger unity of view about what needs to be done • We need to look for more ‘smart choice’ options • We need to pay more attention to improving public transport and to deliver muti-modal solutions • We need both extra road space and improved maintenance • We need better railways connection in this area

Making the most of existing network by: • Appropriate spatial planning • Bringing travel generator source(s) and receptor(s) closer together. Best development location, best planning/design • Making the alternative to private car more attractive • Better PT- Promoting walking & cycling- appropriate parking policy S106, bus/cycle priority measures, design of pedestrian friendly area/roads • Utilising advances in technology • Real time info- UTMC, ITS, PRT, CCTV etc. Developer, S106, Highway Authority • Regular maintenance of roads and traffic management systems Highway Authority
What else? • Area Wide Transport Model • Will help improve future transport planning. Will help choice of most sustainable development options- Under progress • Road infrastructure. • A5-M1 link road ideally in place before the related development • Woodside connection Ideally as soon as possible • Luton Northern Bypass • East Luton Corridor Under construction • Connecter/spine roads developers/DC/HA • Luton-Dunstable Busway • Busway northern extension and/or PRT?
An example of what we can do… • Provide parking spaces as needed • User pays for all residential and workplace parking spaces and in proportion to the environmental impact of the vehicle • All new development will be Controlled Parking Zones • Income ring-fenced for PT improvements
