“What is the problem?” Performance and Evaluation 2014-2020 DG REGIO Evaluation Unit • Current programmes are often just designed to spend. • Objectives vague, • How to recognize success or failure often not clear, • Difference monitoring – evaluation not clear. Shortcomings in knowledge of evaluation methods • Consequently, it is difficult to demonstrate value of the policy.

European Level: Increased Focus on Monitoring and Evaluation • ERDF Guidance Document on Monitoring and Evaluation 2014-2020 • Most important change: emphasis on a clearer articulation of the policy objectives • Implement a results oriented policy and move away from an excessive focus on the absorption of funding • Second major concern is the better specification of differences in tasks between monitoring and evaluation
