Kostas Tigas-CRES chairman, EnR Energy Efficiency Working Group SEW 2009Achieving the EU Energy Efficiency and Renewable TargetsThe challenge of implementation and the role of the National Energy Agencies The importance of Energy Efficiency targets in the Energy and Climate Change Package
Links between the targets A strong link between • reduction of greenhouse gases emissions • penetration of Renewable Energies • Energy Efficiency targets
Links between the targets • Emissions reduction targets are strongly related to energy efficiency • Energy efficiency actions lead directly to emissions reduction
Links between the targets emissions abatement potential Very strongly related to energy efficiency potential RES potential
Links between the targets a reduction in energy demand will as a consequence make it easier to achieve the RES targets since they will be calculated as a percentage of the final consumption
ETS-electricity generation plants, big industrial plants Energy Efficiency in the ETS is strongly related to the reduction of the emissions by 21 % through EE technical measures, CHP, CHP+district heating, etc. However, ETS alone may not achieve the energy efficiency targets as it involves actions and measures just for the power generation and industrial sector
ETS(electricity generation plants, big industrial plants) We have to consider : energy efficiency-related instruments which can coexist and support further the ETS scheme such as • Energy Audits • Energy Manager Obligation • Long Term Agreements, • Regulations and Standards • Financial Schemes etc.
non ETS (households, tertiary, transport, small industrial plants) Achieving the targets of the non ETS : is related to the implementation of classical energy efficiency measures Directive 2006/32/EC or other directives such as EPBD, etc
non ETS (households, tertiary, transport, small industrial plants) Depending on the economic potential a clever combination of policy instruments is needed such as : • financial instruments • regulatory instruments • market mechanisms • behavioural actions
Why this is not very easy ? energy efficiency requires a huge amount of relatively dispersed actions in all sectors in society, at all levels complex to implement and manage requiring strong government commitment and support this is an important reason why energy efficiency does not get the much deserved attention from policy makers
A sectoral energy efficiency targets approach might be an option for future consideration.
Increasing energy efficiency and reducing the demand for energy Is the cheapest and easiest way in all end use sectors to reach the objectives set in the EU Climate and Energy Package
Implementation, a crucial but complicated task • coordinated delivery • proper monitoring • harmonized top down and bottom up analysis of the implemented policies, and measures are pre-requisites • for achieving the objectives of the energy and climate change package • for increasing energy efficiency
Implementation, a crucial but complicated task There is room for increasing capacity towards : • the implementation • monitoring • evaluation process At • European Level • to varying degrees at the National Level
The role of the National Energy Agencies The national energy agencies are already playing an important role(in the domain of their activities) by • undertaking most of the underpinning actions required towards the implementation of the new policy targets • creating an enabling environment for energy efficiency market development and transformation
