DLM Status • DODI 4140.01 – DoD Supply Chain Materiel Management Policy 12/11/2012 • Publication of the DLSS/DLMS manuals as Defense Logistics Manual (DLMs) • DLSS (aka MILS) identified for conversion to DLMs = MILSTRIP, MILSTRAP, LOGDESMAP, and DAAS manual • DODAAD and MAPAAD manuals were incorporated into the DLMS DLM, Vol 6 • MILSBILLS manual incorporated into DLMS DLM, Vol 4 • June 2012 • DLSS/DLMS manuals were published as DLMs: • Numerous Approved DLMS Changes were incorporated • DLM format is basically the same as current DLSS/DLMS manuals • DLMs are published on the DLA Logistics Management Standards website
DLM Volume Outline Volume Outline for the DLMS DLM: • Vol 1 Concepts and Procedures • Vol 2 Supply Standards and Procedures (DLMS equivalent of MILSTRIP, MILSTRAP, and SDR supply functions) • Vol 3 Transportation • Vol 4 Military Standard Billing System – Finance • Vol 5 DLMS Data Management (draft – may be included in Vol 1) • Vol 6 Logistics Systems Interoperability Support Services • Vol 7 Contract Administration
DLM Change 1 • Change 1 Release Estimate is November 2012 • Includes ADCs released since the DLMs were signed • Affected Manuals are: • DLMS Vol 2, Chapters 4, 5, 6; Appendix 7.2, 7.3 and 9 (New) • DLMS Vol 3, Chapter 4 • MILSTRIP, Chapters 3 and 11; Appendix 1.1, 2.2, 2.3, 3.2, 3.23, 3.24 and 3.48 • MILSTRAP, Appendix 2.16
Combining DLSS and DLMS Manuals • Background: • DLSS/DLMS procedures are covered by multiple sets of manuals • DoD 4140.1-R mandated move to DLMS procedures • DoD Components are migrating to the DLMS • DLA Logistics Management Standards no longer has the resources to maintain separate sets of DLSS and DLMS manuals • Current process of maintaining two sets of publications, which contain essentially the same information for the different formats, is resource intensive, duplicative in nature, and no longer practical • DLA Logistics Standards Management is moving towards combining DLSS manuals with DLMS manual • Multi-step process
Combining DLSS and DLMS Manuals(cont’d) • Combined DLSS/DLMS Manual: • Maintain visibility of DLSS peculiar terminology where applicable • Appendices covering DLSS codes and formats will be removed from manuals and reside on the DLMSO Website • Status of combining DLSS with DLMS: • Effort Complete: • DoD 4000.25-6-M DODAAD Manual moved to DLMS Vol 6 (see ADC 251) • DoD 4000.25-8-M MAPAD Manual moved DLMS Vol 6 (see ADC 336) • DoD 4000.25-7-M MILSBILLS combined w/DLMS Vol 4 Finance (see ADC 469) • Reporting of Supply Discrepancies – Cancelling DLAI4140.55, AR 735-11-2 SECNAVINST 4355.18A, AFJMAN 23-215, and moved into DLMS Vol 2, Chapter 17 • Effort Underway - Estimate Completion CY 2013(Includes alignment of the DLMS Vol 2 chapter structure with the present DLSS (MILSTRIP/MILSTRAP) chapter structure • DLM 4000.25-1 MILSTRIP combining w/DLMS Vol 2 Supply Standards and Procedures • DLM 4000.25-2 MILSTRAP combining w/DLMS Vol 2 Supply Standards and Procedures
