  3. 2010 Quality Counts Florida earned 8th place in the nation, up from 31st in 2006 and 10th just last year. • 4th in the nation for the Teaching Profession (top large state) • 5th in the nation for Standards, Assessment, and Accountability (top large state) • 7th in the nation for K-12 student achievement (top large state) • 9th in the nation in math progress (top large state) • Tied with New York for 1st in closing the math poverty gap over that last seven years

  4. NAEP • The achievement gap between Florida’s white and African-American students in grades 4 and 8 in mathematics and reading significantly narrowed between 2003 and 2009. Florida was among the nation’s leading states in closing the gap. • Florida’s African-American grade 4 students did as well or better in reading than allstudents in eight states. • Florida’s 4th grade Hispanic students continue to outperform the nation’s 4th grade Hispanic students in reading and mathematics. • Florida’s 4th grade Hispanic students outperformed all students in 30 states in 4th grade reading.

  5. Next Generation PreK-20 Strategic Vision To change the culture of our schools from PreK to postsecondary by raising the ceiling and raising the floor to better enable students for success in the 21st century.

  6. What success looks like… Graduating students who are prepared for success in the 21st century as evidenced by securing a job that includes a salary that can support living expenses and is in a career of choice.

  7. Clear and compelling evidence shows that the level of the courses students take in high school is one of the best predictors of their success in college and the workplace. • This is particularly true in mathematics: Data show a strong correlation between taking higher-level mathematics courses in high school and achieving success in college and employment in high-growth, high-performance jobs. • Rigorous course-taking matters for all students, but it is particularly important for students from disadvantaged backgrounds.

What are the Common Core State Standards?www.corestandards.org/ • Aligned with college and work expectations • Include rigorous content and application of knowledge through high-order skills • Build upon strengths and lessons of current state standards • Internationally benchmarked so that all students are prepared to succeed in our global economy and society • State led – coordinated by National Governor’s Association Center and the Council of Chief State School Officers

  9. Common Core State Standards • Florida • Adoption of Common Core State Standards in Reading/Language Arts and Mathematics – July 2010 • By 2014-15 – all grades and subjects of common assessments will be operational

  10. Adult Standard Diploma Requirements (s. 1003.43(6), F.S) In order to be awarded this diploma a student must: 1. Earn 24 credits in the following areas: • English – 4 credits • Mathematics – 4 credits (Algebra 1 or its equivalent) • Science – 3 credits (2 of which must have a laboratory component, unless the school board has waived the requirement when facilities are inaccessible or do not exist) • World History – 1 credit

Adult Standard Diploma Requirements - continued • United States History – 1 credit • United States Government - .5 credit • Economics - .5 credit • Fine Arts – 1 credit (music, dance, theatre, speech & debate, visual arts, and certain career and technical courses designated with a PA subject code) • Electives – 9 credits (PE is not required)

  12. Adult Standard Diploma Requirements - continued 2. Earn an unweighted grade point average of a 2.0 on a 4.0 scale 3. Earn passing scores on the Grade Florida Comprehensive Assessment Test (FCAT) OR earn passing concordant scores on the ACT/SAT

High SchoolSB 4 - Mathematics Courses • For students entering 9thgrade in 2010-11, 4 required math credits must include • Algebra 1 [no change] • Geometry or a series of courses equivalent • For students entering 9thgrade in 2012-13, in addition to Algebra I and Geometry • Algebra II or a series of courses equivalent

High SchoolSB 4 - Science Courses • For students entering 9th grade in 2011-12, one of the 3 science credits must be • Biology I or series that is equivalent • For students entering 9th grade in 2013-14, in addition to Biology I, (or an equivalent series) • One credit in chemistry or physics (or equivalent series), AND • One credit in “equally rigorous course”

SB 4 –Statewide Assessment (1008.22) • Beginning with 2010-11 school year • Administration of grade 9 FCAT Math discontinued • Beginning with 2011-12 school year • Administration of grade 10 FCAT math discontinued except as required for students who have not yet attained minimum performance expectations • Administration of FCAT science at the high school level discontinued

  17. SB 4 –Statewide Assessment (1008.22) • Effective July 1, 2010, there is no requirement that the Grade 10 FCAT be failed three times prior to use of a concordant score in lieu of the Grade 10 FCAT to meet the graduation requirement.

  18. Do adult students who have not previously taken the Grade 10 FCAT, have to make at least one attempt on FCAT, or can they automatically apply passing concordant scores? • No, Senate Bill 4 does not impose any requirements regarding the number of attempts on FCAT before a concordant score may be applied.

  19. Are the concordant score requirements different for those students who were required to earn passing scores on the High School Competency Test (HSCT)? • Students holding a Certificate of Completion may meet the requirements using concordant scores or on the FCAT retake, while still offered (Passing scores: • Grade 10 FCAT Reading Retake (268) • Grade 10 FCAT Mathematics Retake (278)

Next Generation High School End-of-Course Assessments-Why? • Improves overall accountability • Informs classroom instruction and professional development • Identifies content mastery clearly and consistently statewide • Increases academic rigor in curriculum • Improves alignment between state standards and curriculum • Improves alignment between high school and college and workforce readiness • Potentially used for college placement and financial aid

SB 4 – Statewide Assessment (1008.22) • Statewide Testing/Results Schedules • FDOE shall consider observance of religious and school holidays • Test results for FCAT must be available no later than week of June 8th • FDOE shall select 3-week EOC assessment administration window; district select one testing week with 3-week for each EOC • EOC test results must be provided no later than 1 week after testing completed

SB 4 –Statewide Assessment (1008.22) • Transfer students • If a student transfers into high school, the principal shall determine, in accordance with State Board of Education Rule, whether the student must take an EOC in a course for which the student has a credit that was earned from the previous school

  24. SB 4 – EOCs (1008.22) • Additional EOC development - contingent upon funding • English/Language Arts II [priority] • Algebra II, chemistry, physics, earth/space science • US and world history • Department’s evaluation of feasibility reported to legislature by July 1, 2011

SB 4 – EOCs • Students with disabilities must take EOCs • S. 1003.428,(8)(b)2., F.S., permits IEP teams to determine that an EOC cannot accurately measure the student’s abilities, taking into consideration allowable accommodations, shall have the results waived for purpose of determining grade and credit

  26. SB 4 – Credit Acceleration Program (CAP) • The school district shall permit a student who is not enrolled in or has not completed the related course to take the standardized EOC during the regular administrations of the EOC during the regular administrations of the assessments.

Middle Grades Students Prior to 2010-2011 • Algebra 1 EOC Assessment (spring 2011) • Required for students who earned high school credit in Algebra 1 while in grades 6 – 8 during the following school years • 2007-2008 • 2009-2010 and • who have not taken the Grade 10 FCAT Mathematics. • Not required for students completing the first course in a two-year sequence of courses deemed equivalent to Algebra 1 • Instead, required at the completion of two-year sequence

  28. Are We Preparing our Students? This year’s • 8th grade students must pass the Algebra I EOC and earn credit in Geometry and Biology which include EOCs as part of their grades to graduate. (Unless credit has already been earned when they get to 9th grade.) • 7th grade students will be required to pass EOCs in Algebra I, Geometry, and Biology to graduate. They will also have to earn credit in Algebra II.

  29. Are We Preparing our Students? This year’s • 5th and 6th grade students will be required to pass EOCs in Algebra I, Geometry, and Biology to graduate. They will also have to earn credit in Algebra II, Chemistry or Physics and an equally rigorous science course. • K-4th grade students will be required to pass EOCs in Civics, Algebra I, Geometry, and Biology to graduate. They will also have to earn credit in Algebra II, Chemistry or Physics and an equally rigorous science course.
