Annual Forum of the EU Strategy for the Baltic Sea Region

No dissemination without prior authorisation by Europol • Priority area 15: • “To decrease the volume of and harm done by cross border crime” • Flagship project 15.1: • Conduct a threat assessment for the Baltic Sea Region • The report is to be produced on organised crime and border security in line with the Organised Crime Threat Assessment (OCTA) methodology.

No dissemination without prior authorisation by Europol Kick-off-meeting on the 17th of June • Agreement on the scope • the assessment of relevant crime types for the Baltic Sea Region as well as OC groups linked to the Baltic Sea Region, namely: • indigenous groups operating in the region, • non-indigenous groups impacting on the region, • indigenous groups (from the Baltic Sea Region) impacting on the EU, and • indigenous groups having an impact outside the EU.

No dissemination without prior authorisation by Europol Kick-off-meeting on the 17th of June • Agreement on the objective The objective is to look for common modus operandi of OC groups operating in the Baltic Sea Region in order to proceed with social network analysis in a next phase. This will allow to better feed the new AWF EREBUS which will then allow to target specific groups and to indentify top targets which can then result in potential (joint) investigations. The assessment will also allow building upon and better steer existing ongoing operations.

No dissemination without prior authorisation by Europol • Some preliminary results OMCGs are expanding Lithuanian OC as importing bridging groups Cigarette smuggling remains one of the most lucrative businesses for OC in the Baltic Sea Region Organised property crime is increasing THB not only for sexual exploitation, also substantial amount for other purposes such as forced labour, forced begging, being forced to commit thefts
