  2. THE BIG PICTURE • Identify victims’ needs and the needs of those who serve them, and attempt to meet those needs. • Have full support of state leadership. • Designate a lead agency. • Provide adequate staffing and funding for the strategic planning process. NAVAA

  3. THE BIG PICTURE/2 • Engage victims/survivors in meaningful roles in the strategic planning process. • Obtain support from the field. • Be participatory and not left solely to the planners. • Be realistic about goals, objectives, resources and outcomes. NAVAA

  4. THE BIG PICTURE/3 • Take time to identify challenges/barriers. • Clarify benefits of strategic planning. • Link strategic planning to funding (or lack thereof…..) • Conduct a readiness assessment for planning. • Utilize “Project Logic” – the method of rationales. NAVAA

  5. THE BIG PICTURE/4 • Seek and achieve cultural competence. • Seek and respect diversity • Utilize tools in Toolkit to gather data for the planning process. • Conduct the SWOT process. • Develop clear mission, vision, values, goals and objectives. NAVAA

  6. THE BIG PICTURE/5 • Develop detailed implementation or action plan. • Provide structure and oversight through monitoring and evaluation. • Develop a system for reporting and managing data. • Have procedures to identify and address conflict. NAVAA

THE BIG PICTURE/6 • Utilize experts and consultants (as needed) • Link strategic planning to budgeting, work plans, hiring, training, organizational structure, performance measures, etc. • Identify gaps and fill them! • Build leadership and capacity through the strategic planning process. NAVAA

  8. THE BIG PICTURE/7 • Learn from other states’ experiences (plagiarize!!!) • Be flexible and user-friendly. • Provide consistent feedback. • Be politically sensitive. • Document all processes. • Develop and convey compelling evidence for all recommendations. NAVAA

  9. THE BIG PICTURE/8 • Prepare to “do more with less” throughout the process. • Have a dissemination and marketing plan. • Develop a process for ongoing feedback. • Revisit the plan – don’t be a stranger! NAVAA
