Purpose The Construction Workforce Development Center (CWDC) will employ a regional collaborative model approach to construction workforce marketing/recruiting that: • Markets the Construction Craft Professional as a desirable, rewarding career choice • Results in the training and placement of individuals to the construction industry. • Promotes utilization of effective, best-practice local and regional training centers and programs • Encourages construction users to hire contractors that actively engage in progressive workforce development programs. • Develops a national, reliable system for managing workforce supply and demand

CWDCRoles and Responsibilities The role of the CDWC is to market the construction industry focusing on recruitment of individuals to effective training entities • Develop an effective, contemporary, relevant marketing/recruiting strategy • Expand I’m GREAT marketing strategy • Enable candidates to choose their own career path. • Implement the program regionally, then nationally. • Partner with other effective organizations & employ their outreach programs. • Manage database of trained/placed workers. • Develop network for construction labor supply/demand forecasting. • Metric reporting of program outcomes.
OwnerRoles and Responsibilities • Hire contractors who participate in CWDC workforce development programs. • Hire contractors that participate in certified training programs • Participate in and contribute to the consolidated supply/demand forecasting program.
ContractorRoles and Responsibilities • Participate in /contribute to CWDC workforce development initiative. • Sign agreement within 30 days of contract award to provide the workforce development funding mechanism. • Assess employability, hire and enroll individuals into training programs. • Report to CWDC on candidates trained and placed • Participate in and contribute to the consolidated supply/demand forecasting program. Candidate responds to marketing & entered into database. Basic assessment & drug screen completed. Candidate educated on options and decision process. Train First CWDC markets construction craft careers and recruits candidates. Candidate information availableto participating partners…who then compete for candidate. Candidate Decision Candidate chooses labor preference Hire & Train Open shop contractor assesses, hires & trains candidate. Organized Labor / union assesses, accepts, trains and refers candidate. The goal is to create a level playing field for unions and all contractors to grow their market share… regardless of labor posture. Candidate is gainfully employed. Measure and Replicate Success
