1. Speaker: Larry Charles, Sr. Born in New Orleans’ Charity Hospital, raised on Bayou Dularge, Louisiana and graduated from Southern University in New Orleans. As a college student: Two-Term SGA President, elected as a sophomore and lobbied Louisiana Legislature winning nearly $2 Million dollars on each occasion. Appointed by Governor as Charter Member of the Southern University Board of Supervisors and Chair of the Louisiana Commission on Student Affairs. Elected by peers as President of Louisiana Students Lobby Association. Worked For Xerox Corporation for 14 years. Moved from Tech Support to DP Instructor in Rochester, NY. Called to Corporate HQ in Stamford setting AA goals for all US locations. Finished Xerox career in Integrated Systems Sales for Manhattan Major Accounts. Served as Chief of Staff of the Alpha National $Million Fund Drive raising $1.2 Million for the NAACP, National Urban League and the UNCF. Deputy Commissioner, State of Connecticut for Administrative Services saving $11 Million on a $30 Million budget in 6 months. Executive Director of ONE/CHANE, Inc. for 11 years developing over $21 Million in housing and community projects while facilitating nearly every major social initiative in north Hartford. Successfully used Title VI and pioneered mediation as an EJ tool achieving $13.1 Million in clean-up and a commitment for $9.7 Million in host community benefits. Served as a member of NEJAC and co-chaired the Engaging Affected Communities Sub-Committee on the federal advisory committee formed to give advise on improving NEPA. Current Board Chair of the Long Island Soundkeeper Fund, Co-Chair of the h and father of Larry Charles, Jr.

BushSept. 15, 2005 8:02 PM In New Orleans “In the rebuilding process, there will be many important decisions and many details to resolve, yet we're moving forward according to some clear principles. The federal government will be fully engaged in the mission, but Governor Barbour, Governor Blanco, Mayor Nagin, and other state and local leaders will have the primary role in planning for their own future. Clearly, communities will need to move decisively to change zoning laws and building codes, in order to avoid a repeat of what we've seen. And in the work of rebuilding, as many jobs as possible should go to the men and women who live in Louisiana, Mississippi, and Alabama. Our third commitment is this: When communities are rebuilt, they must be even better and stronger than before the storm. Within the Gulf region are some of the most beautiful and historic places in America. As all of us saw on television, there's also some deep, persistent poverty in this region, as well. That poverty has roots in a history of racial discrimination, which cut off generations from the opportunity of America. We have a duty to confront this poverty with bold action. So let us restore all that we have cherished from yesterday, and let us rise above the legacy of inequality. When the streets are rebuilt, there should be many new businesses, including minority-owned businesses, along those streets. When the houses are rebuilt, more families should own, not rent, those houses. When the regional economy revives, local people should be prepared for the jobs being created. “
