Background • Forestry contracting is has been local business, but it is becoming more and more a business, which crosses borders (reasons: storms, ctl-method, mechanization, lack of skillfull operators, lack of knowhow, more cuttings...) • There is a market for forest operations services across Europe - what prevents progress? • local ways to do the job, traditions, local standards, unwillingness, fear of competition, language, etc … • no reliable, commonly accepted, criterion for choosing a competent enterprise for specific tasks try and learn (in ”catastrophical” circumstances) good experience - OK, bad experiences - never again !
Background • The FAO Guide to Good Practice in Contract Labour in Forestry (draft) • transfer the knowledge of good contracting practices across Europe • National certificates for entrepreneurs • Netherlands, Germany, Sweden, Denmark • mutual recognition understanding for common denominators for standards in forest entrepreneur certification schemes
Background • Vision: ”Europe is homemarket for forestry contractors” Some arguments: • wider markets are more flexible – demand decreases there and increases here , services should be directed more easily than it is possible today • tight local markets cause overcapacities • transfer of knowledge and best practices would be easier • result is better competitiveness good for European forestry • What to do? Go forward toward a common vision EFECT makes it easier

EFECT EFECT will define the core criteria for good practice for forest entrepreneurs in Europe. EFECT will accreditnational certification schemes, which meet the core standards and have a clear track record of audits Poland Netherlands Sweden Germany EFECT will be endorsed and controlled by a mutual certifying body
EFECT - Core criteria for “Efect company” • Company should be registered • Employ qualified staff • Adequate and safe equipment • Provision of capital (sound financial position) • Management systems for: • Work quality • Environmental standards • Health & Safety • Long term written labour / subcontracting contracts • Written service contracts • Works to laws and regulations • Taxes, pension payments, wages, • Qualified business management
EFECT - next steps ? • Appoint core working group of (five ?) experts - representatives of interest groups , (ENFE leads, project manager) • Analyse content of existing national certificates and define mutual elements. • Define core elements for the acknowledgement of “good” forest entrepreneurs. • Hold assembly of National Forest Contractors Associations and interest groups • Design the core certification scheme based on core standards and requirements. • Hold assembly of National Forest Contractors Associations and interest groups • Finalise EFECT 3. Establish a management handbook for accreditation of national certificates for EFECT . 4. Establish and accredit a certification body • ENFE Members, Observers, PEFC, FSC International 5. Endorse EFECT
