Why are we not sharing Radio Waves? • We rely on a 100 year old allocation system, from a time when coexistence was impossible, when we have all the technology, and most of the regulation, to permit significant sharing • We share the airways for commercial and government flights • We share the roads for personal and public safety traffic • We share other critical infrastructure • Water and Electric Grids • The Internet • The phone networks • Different sharing methodologies but all effective

Unlicensed Spectrum: TV White Space Unlike our normal model, the FCC dictated the way we manage TV White Space, and requires us to look after your protected interest at no cost to you, and secondary access is free – this alone is not a business model for us. It does allow for us to continue to improve, and prove out, the basic technologies, provide value added services and use TVWS as a model for other spectrum bands
What is TV White Space? Rolling up all the “White Space” creates a nationwide footprint Note Available White Space is not the same as useable White Space Each available Channel = 6MHz of spectrum
Going Forward: TV White Space being adopted worldwide Trials operating under experimental licenses Worlds First commercial TVWS Deployment– Wilmington, NC Partnership with Local Authorities and Public Safety Entities Spectrum Bridge has versions of it’s platforms working in several countries with plans to expand in 2012to several new international markets A number of standards bodies are working on TVWS technologies:IEEE 802.11 (Super WiFi): low power personal/portable IEEE 802.22 (White Space Alliance) high power fixed IETF (PAWS-Protocol for Accessing White Space) database to radio interface
1st Generation TVWS Radios • All TVWS radios exploit the fact that they can get 3-5 times the coverage of comparable WiFi radios running at 2.4Ghz • The 1st certified radio is a Fixed High Power radio designed for outdoor P2P and P2MP configurations for rural broadband and telemetry/SCADA applications • Several other Fixed High Power radios are in the pipeline • All these radios have to be professionally installed, stay in one place and have to register with the database • 18 Months from now low power devices will start to become commercially available, devices that are “personal & Portable” • The next generation WiFi router • Enhanced sensor networks
What are they used for? • Industrial, Commercial, Public Safety and Local Governments: • Video Cameras • Monitoring evacuation routes • Security • Counting traffic • Public access • Sensors • EPA, water/air quality • Energy Management • Lighting control • Industrial control • Public Access • WiFi Hotspots in parks and open spaces
Wilmington NC, The worlds first Commercial Deployment • The applications in Wilmington and New Hanover County solved issues that they had previously been unable to address • Interference (congestion) and/or range with existing solutions could be overcome with the use of TV White Space • Applications include: • Video surveillance • Facilities control (Lighting) • Public Wifi Access • Improved city services • Applications that have an ROI in weeks or months and are repeatable in towns and cities across the country
Unique ability to control and manage radios • Frequency agile radios are a reality today • iPhone 4S (800,900,1800,1900,2100,2400MHz) • TVWS radios 450-900MHz • The database can manage allocation within a small geography, short duration and specific frequency • There is no reason that the rules have to be the same everywhere. • Behavior can be modified at any time • Spectrum can be added/removed from the pool in real time • Coexistence can now be managed (traffic control)
Going Forward: Other “ White Space” • TVWS concepts can be easily adapted to provide shared access to other bands the government is considering opening up • Shared Access with existing incumbents is a prerequisite • Access could be on a priority basis • Pre-emptive or planned (for Public Safety and DOD spectrum) • QOS and co-existence can be managed • Use can be monitored and, potentially, charged for • Spectrum Sharing can be monetized to allow for new funding options.
Fees based Spectrum Management SBI platform translates Spectrum into an asset, managing it (licensed or unlicensed) in 3 dimensions to allow the asset to be shared, maximizing the efficiency of use and realizing the maximum value
