Catalonia’s Independence Movement: Evaluating the Separation from Spain Jeffrey Weygandt North Carolina State University International Relations jdweygan@ncsu.edu Franco to Autonomy Catalonia is an autonomous community within Spain that has gained administrative governmental powers from Spain. This process of decentralization has been customary in Spain since the end of the Franco regime and the start of democracy with the 1978 Spanish Constitution. Catalonia has steadily gained more autonomy from the federal government over its own region. Thesis This research examines the growing tension between Catalonia and Spain, and the potential economic and political benefits for an independent Catalonia. The Catalan government has minimal influence and power in negotiations with the federal government and the Constitutional Court and has pursued a referendum on independence. Autonomy to Independence? The official Statute of Autonomy of Catalonia was passed in 2006, however, failed negotiations with the federal government over disproportional economic policies and lack of representation at the EU for Catalonia fueled an independence movement that led to the referendum asking if the “Catalan nation should become an independent, democratic, and social state within the European Union.” 91.7% voted in favor of independence referendums out of 552 of the 947 municipalities of Catalonia. Tax Revenue and Government Spending The current Spanish tax system allows for the Catalan Generalitat to tax its people, but this revenue goes to the federal government to be redistributed the way they see fit. The last available statistics show that through taxes Catalonia provides 19.49% of revenue for all of Spain, but only receives 14.03% in government spending in return (1). The Spanish government has put limits on debt and deficit spending for Catalonia at about half all other EU nations, including the federal Spanish government, have as limits (2). • Benefits for the Future • Catalonia would have control over their economic policies and would not have to surrender roughly 6-8% of its tax revenue to the rest of Spain. • The deficit and debt limits would also be lifted to the level established by the European Union. • Catalonia would be eligible to enter the EU and gain seats on the most important institutions like the Council of the European Union. • Catalonia fulfills the economic, political, and social criteria for a nation to join the EU, however, the EU has not stated if Catalonia would automatically join or go through the admission process. • The Spanish government has declared that the Catalan referendum is unconstitutional. European Union Representation The Catalan Generalitat currently has no seats at the major institutions of the European Union such as the European Commission, which only have one representative from each member nation. The Spanish representatives at these institutions have reflected the goals of the federal administration which differ from Catalonia’s economic and political agendas. Catalonia is only represented in smaller institutions of the EU such as the Committee of Regions, which are merely advisory groups and have no legal authority.

A unified civic engagement is arguably necessary to overcome the current financial burdens facing the country in the 21st century The Restoration Era National Identity Crisis Powerful Autonomous Communities During the democratic transition in the mid 1970s , the cultural identities of the different Spanish regions once repressed by the Fascist regime resurface due to its support of liberal ideologies. The new democratic regime removed all press censorship, legalized political parties, and established 17 different Autonomous Communities (ACs). The 21st Century sparks a new wave of social democracy that inspires an increase in civic activity in the regional governments and institutions over national participation. This is coupled with the increased identification of dual-citizenship. The emergence of a new 21st Century civil society presents a social obstacle in the public’s uniform acceptance of a Spanish national identity. Spain’s democratic transition sparks a succession crisis and lack of consensus for the regime or Spain’s direction. King Juan Carlos is crowned and elects Adolfo Suarez in hopes of speeding up democratic reform during the Restoration era (1875-1923). This led to the development of a political system consisting of parties and an artificial parliament made up of political elites who were detached from the everyday problems of the people. Behind the pretense of a representative government, a new kind of feudalism emerged, one rooted to a hypocritical and illegitimate oligarchy. The corruption included the supremacy of the executive over legislative and judicial powers, electoral fraud, party factionalism, and a public administration suffering from over centralization, bureaucracy, red tape and an eagerness to hold public office. Pressure to decentralize the once overbearing national government after Fascist dictator Franco’s death, prevented people from aligning under one national identity. This absence of a unified national identity leads to self-governed municipalities and peripheral nationalisms that unify a civic community sharing common behaviors and values.
