Roundtable on Security & Terrorism - Industry Perspective M. J. Garrett, CIH Manager - Corporate Safety Carolinas HealthCare System Spring Meeting Carolinas Section AIHAThursday, March 14, 2002
Begin with Internal Response Plans • Plans address significant hazards • Simple to follow • Information shared with First Responders’ • Addressed incident command structure? Carolinas Section AIHA -Roundtable on Security & Terrorism - Industry Perspective
Have you looked at vulnerabilities presented by your facility & materials? • Look at bulk EHS Chemicals • Consider bulk toxics • What about Radioactive materials? • How about hazardous waste? Carolinas Section AIHA -Roundtable on Security & Terrorism - Industry Perspective
2 4 4 Have we safeguarded Hazardous Materials? VX VB Soman • Inventory Control • Security Issues • Access • How are hazards marked? Carolinas Section AIHA -Roundtable on Security & Terrorism - Industry Perspective
Plans need to address significant hazards • What hazards do you consider significant? • Fuel Oil Tanks – SPCC Plans • Bulk quantities of EHS chemicals • Rail cars on sidings • Hazardous Waste storage buildings/areas • Radioactive materials and wastes Carolinas Section AIHA -Roundtable on Security & Terrorism - Industry Perspective
Do your emergency plans Look like ... Simple Checklists or index cards to make an implementable response. A bookcase full of binders, OR Carolinas Section AIHA -Roundtable on Security & Terrorism - Industry Perspective
Plan Your Plan • Do we plan for execution? • Can we boil plans down to an index card of actions? • Do we look at multiple failures? e.g., • A chemical spill and a fire, or • Injury rescue during a HazMat event • What specialized first-aid or treatment might be required from chemical exposure • Will EMTs/Ambulance crews be equipped? • Where can you get such treatment • Do you have an all-hazard plan? Carolinas Section AIHA -Roundtable on Security & Terrorism - Industry Perspective
General Plan Weaknesses • Often we fail to communicate: • List or clearly explain all significant hazards? • Informed all who will participate in or support our response plan? • Plan written for compliance, execution or both? • Have we talked through “unified command” issues with outside responders. • Fire, Police, HazMat, “Alert Team”, etc. Carolinas Section AIHA -Roundtable on Security & Terrorism - Industry Perspective
Information shared with First Responders • Have the plans been filed with: • The Local Emergency Planning Committee, • The fire & police departments plus EMS, • The receiving hospital that will deal with casualties from your facility. • Who has a need to know internally & externally? • Have you identified who is down stream & relies on water to which site discharges? Carolinas Section AIHA -Roundtable on Security & Terrorism - Industry Perspective
Do we communicate... • What we believe are major hazards internal to the site? • What we believe may present hazards beyond property lines? • Major vs. minor hazards to the community • What we are prepared to respond to vs. that which we are unprepared? • Who is the expert(s) on the hazards & controls? • Who will be the incident commander? Carolinas Section AIHA -Roundtable on Security & Terrorism - Industry Perspective
Where we’re the experts • Have we shared our expertise? • Do 1st Responders and Emergency Planners know what we know? • Tell them what special monitoring or protective equipment we have? • Inform if authorized to share, • Work with 1st Responders to give awareness training on special hazards presented by operations & materials. Carolinas Section AIHA -Roundtable on Security & Terrorism - Industry Perspective
How do we share/communicate the hazards to others? • What have you told the LEPC? • What have you told the Hospitals • What have you told the Fire/Police? • Who speaks for your facility? • Who coordinates your command structure?
