Vulnerability The 2011 floods affected an estimated 5.5 million people including a displaced population of 1.8 million individuals Initial assessments indicated 82% of the people affected were in dire need for shelter assistance and that approximately 1 million houses had been damaged Resilience
Current situation 22,573 units completed for 2011 floods, following 38,000 units for 2010 floods and a new program started for 11,400 units, overall goal 75,000 units by May 2014 32%of women as direct ORS beneficiaries 6.7 million USD distributed as cash support directly to the beneficiaries reconstruction effort, 11,681Training sessions with 80,968women attendants and 62,689non-beneficiaries attendants
Challenges and opportunities • User centered reconstruction is not picture perfect and competes with basic needs, resilience derives from technical mentoring; • Limited capacity of local organizations requires more technical guidance and participatory mentoring; • Replicable in rural areas where people already build vernacular or capacity and knowledge exist allowing to advance local practices • Not all beneficiaries will have the capacity or willingness to follow all program technical requirements • Procurement of materials requires further monitoring, assumptions and preconceptions tend to prevail in order to generate savings from the overall cash grant;
Best Practices and Lessons leaned • Technical requirements must capture local strengths and needs, cannot be an alien process replacing existent coping mechanisms and must be perceived as an improvement to available knowledge and resources • Materials should be easily available and replaceable, with special focus on their life cycle and environmental foot print • BHH should be able to chose from a range of designs and how to utilize the money in the construction • User centered reconstruction is not picture perfect and competes with basic needs, donors maybe unwilling to accept self choice and prioritization made by beneficiaries; • Shelter is a process, during which quality and sustainability will correlate directly to the learning and knowledge transfer investment made by implementers.
