  2. The New Deal in Disarray • 1936 FDR tried to reform the Sup. Crt which made the NRA and AAA unconstitutional • FDR suggested adding six more justices to the Sup. Crt • Critics declared FDR was “court packing” with new liberal judges • The Court reform bill was defeated

Limits of the New Deal:African-Americans • Did little to help Af-Ams b/c FDR refused to oppose southern conservatives • New Deal programs often segregated by race • By 1935, ¼ of all Af-Ams received gov’t aid • FDR appointed some Af-Ams to middle-level gov’t positions—”black Cabinet” • By 1936, 90% of Af-Am were voting Democratic

  9. Limits of the New Deal: Women • Did not support or oppose feminist goals • FDR appointed the first female to cabinet and over 100 to federal jobs • Women’s movement was split between traditional views and those who sought equality
