Setting the scene of EU dev policy - Agenda for Change November 2010 • EU mirroring discussions at national level , trends showing decrease on ODA, impact of the crisis • New Commissioner, preparing a review of EU Development Policy • Setting up of the European External Action Service (EEAS) • EU development policy in support of a sustainable, smart and inclusive growth • Broadening dialogue and cooperation with private sector • Aid as a catalyst for growth – “High Impact Aid”- how ODA could be used as a leverage for private funds? • Achieving ‘value for money’

Agenda for Change- process • November 2010- EU Green Paper “EU development policy in support of inclusive growth and sustainable development • Consultation up to January 2011 • October 2011 - Commission Communication – ‘Increasing the impact of EU Development Policy- An Agenda for Change’ • EU FAC Council Conclusions in May 2012

  4. Agenda for Change- key issues for NGOs • To eradicate poverty is the primary objective of development policy • Prominent focus on governance and human rights. • Offers scope to work more closely with the private sector, foundations, civil society and local and regional authorities

  5. Agenda for Change- key issues for CSOs • Confirms the importance of investing in social protection, health, education, gender equality • Role of the private sector in development • Issue of ‘country differentiation’

New Communication on the role of CSOs • A lot of progress has been made since Accra to strengthen the political recognition of the role of CSOs, • Follow up to Structured Dialogue process- • Upcoming Communication on the role of CSOs – September 12- reflects outcomes of the SD process • Council Conclusions expected at FAC 14 October

MFF 2014-2020 • Key process of renegotiation of EU budget in all policy areas, including dev and hum. aid • EC’s ambitious proposal for Heading 4 – overall increase of 25%, with increases for Neighborhood Instrument • However, given the current economic context, negotiations will be difficult and Heading 4 could be at stake

CONCORD’s priorities 2012 • To shape the future of European Development Policy,with a focus on the Agenda for Change ,the MFF, and the post 2015 agenda • To ensure PCD is core to European Development policy and to put PCD clearly as a political priority on the EU institutional agenda. • Gender, women’s rights and role of CSOs are mainstreamed into the policy priorities

CONCORD’s priorities 2012 • Linked to ongoing agenda , more reactive, eg Agenda for Change • Run for several years, and we can not avoid working on them , eg MFF • Punctual on a given year , eg Communication on the role of CSOs • ‘Standing’ issues every year, such as Aid Watch • Different targets , but MS always key-particularly FAC

Working in practice- Agenda for Change - ‘Dammage control’ of EC consultation and proposal- November 2010 to January 2011 - October 2011 - Commission Communication • Power mapping and Influencing MS positions towards Conclusions at 2 levels • Through Danish Presidency and platform • Through other member states – key advocacy messages on ‘red’ lines, meetings, letters • Manage to have some ‘wins’ and influence

  12. Working in practice- Aid Watch • Annual Reports complemented with increasing focus on lobby and advocacy – year round project • Key lobby moments • National: budget processes • Pan European: Foreign Affairs Council (development), Informal meeting of Development Ministers (aka Informal FAC)

Working in practice- Aid Watch • Pan European: European Council (Heads of State, June) • Pan European: OECD DAC data release (April) • International: OECD DAC Aid Effectiveness process (Better Aid Coordinating Group –AidWatch representation) • Pan European : EU Accountability report and FAC Conclusions in October

  14. Working in practice – MFF process • Several levels of work, from volumes of aid to country programming • Time-line and power mapping developed and updated • EP also a target as Instruments are co-decided • CONCORD pro-active positioning
