This permits: • Drilling down to Event/Action and Data Concepts and their representations • Re-Use of Components • Components can be compared across Use Cases • New Use Cases can borrow Components (be derived) from existing Use Cases • Existing Use Cases can harmonize their Components, if desired DRAFT - S&I Simplification - "Core" Values

The Core Simplification Matrix (CSM) Value to the Standards and Interoperability Framework (SIF) • SIF Components from all finalized Use Cases have been compiled in CSM/USHIK: • Components include Requirements (Policy, Business and Infrastructure Assumptions and Conditions), Scenarios, Activities and Flow, Actors and Roles, System Functions, Interoperable Exchanges and Content including Data Objects • The CSM • Encourages new SIF use case teams to undertake an evaluation of previous SIF use cases to determine if they can save time and resources, while promoting uniformity and interoperability, by reusing requirements and vocabulary choices of those previous use cases • Will be extended to define Components with computability characteristics, i.e., requirements mapped to modular solutions, and envisioning a library of reusable core data and software constructs and thus faster development of modular implementation guides resulting in easier adoption by industry • Maximizes the potential for shared, reusable, cross industry modular interoperable implementations DRAFT - S&I Simplification - "Core" Values
