  4. First Attempt-2004 • City of West Sacramento • City and Co. of Sacramento recently adopted policy. • Trying to change its image and make improvements • Didn’t want Davis to be first

  5. West Sacramento • Had a champion city council member • Chief of Police was supportive • Gang problem got in the way

  6. Second Attempt-2005 • Unincorporated Area • Board of Supervisors was supportive, but enforcement agency was not • District Attorney’s Office saves the day • Ordinance passes 5-0 May 16, 2006. • Includes language that prohibits establishments that sell alcohol for the consumption on the property from obtaining a license.

  7. Third Attempt-2006 • City of Davis • District Attorney's Office saves the day • Ordinance passes 5-0 on October 17, 2006

  8. Challenges • Everyone is supportive but no one wants to do the work • Not worth the effort for small law enforcement agencies • District Attorney’s Office very expensive Solutions • District Attorney’s Office and Environmental Health agreed to operate and enforce TRL for all Yolo County cities that adopt an ordinance • MSA funds used to keep cost to retailers down
