  1. FIJI ISLANDS ENERGY CONSERVATION & EFFICIENCY PROGRAMMES

  2. FIJI ISLANDS

  3. IMPORTANT INDICATORS • Independence 1970. • Population ~ 0.8 Million • 90 % live on Main Islands • Suva is the center of Commercial Activity • 52% live in rural areas. • Industries include Sugar, Copra, Gold Mining, Garment, Fish Processing, Fruit Canning and the Tourist Industry. Remittances from Abroad.

  4. ENERGY OVERVIEW: SUPPLY • Supply : Imported Petroleum, Wood, Baggase, Hydro. • Imported Petroleum products has been the main source (used in all facets of economy) of fuel. Undertaken by 3 multinational companies. • Use of LPG has grown prominence over the years but rather restricted to heating and cooking. • Demand for Petroleum has fluctuated over the years. Pre 1983 – Petroleum used in all facets of the economy; 1984 – 1995 Dramatic decrease in use of petroleum products; 1996 – To date has increased again: 70:30 mix

  5. ELECTRICITY SUPPLY • Responsibility vested with the FEA Hydro based rated capacity 80 MW backed up by Diesel Generators with the Viti Levu Interconnected Systems • Baggase: 3 MW purchased from the mills during sugar cane harvesting season. • Vanua Levu & Savusavu. • About 30% of the population in rural areas do not have access to any form of electricity. • Major Reforms occurring in Power Sector.

  6. ENERGY CONSERVATION & EFFICIENCY PROGRAMMES - STRATEGIES • INCLUSION OF ENERGY SECURITY AS ONE OF THE MAJOR FACETS OF THE COUNTRY’S STRATEGIC DEVELOPMENT PLAN. • PROMOTE EFFICIENT USE OF ENERGY BOTH IN THE PUBLIC & PRIVATE SECTORS IN FIJI & PROMOTION OF ENERGY EFFICIENCY SERVICE COMPANIES. • RESEARCH ON USE OF BIOFUELS FOR TRANSPORTATION & POWER GENERATION. • SPECIFIC PROGRAMMES WITH MAJOR CONSUMERS. • RENEWABLE ENERGY DEVELOPMENT

  7. ENERGY SECURITY AND DEVELOPMENT PLANS • Energy Policy initially was captured in various Acts. Now a specific Fiji Energy Policy is being developed. • Energy Security is one of Strategic Areas within the Energy Policy Framework. • Ensuring security in the supply chain (current 3 weeks max, fuel quality & safety at storage facilities also transportation locally.) • Maximize use of Baggase in Sugar Mills for electricity production. • Shifting of focus in Sugar Mills towards ethanol production.

  8. EFFICIENT USE OF ENERGY IN ALL SECTORS & PROMOTION OF ENERGY SERVICE COMPANIES • The overall program has several sub-programs, which include: • Appliance Labelling Programme • Energy Conservation and Implementation Programme. • Public Information and Awareness Programme • Through an ADB funded TA we are looking at the creation of a framework to support development of Energy Efficiency Service Companies.

  9. SPECIFIC EFFICIENCY & CONSERVATION PROGRAMMES WITH MAJOR CONSUMERS • Managing of Reactive Power – Use of Power Capacitors. • Promote Efficient Lighting with Companies in terms of sponsorship etc. • Benefits of Data on Consumption. • Load Shedding – Leveling of Peaks

  10. USE OF BIOFUEL FOR TRANSPORTATION & POWER GENERATION • Rigorous testing on the use of Biofuel for Transportation Purposes. • Use of Coconut Oil / Ethanol for Power Generation at Commercial and Domestic / Rural Communities. The initiative is also being looked at by the World Bank. • Collaboration with other Pacific Island Countries carrying out similar initiatives.

  11. RENEWABLE ENERGY DEVELOPMENT • BROAD STRATEGIES ADOPTED • Explore all renewable energy resource available in the Country. • Ascertain the Availability and Reliability of the resource. • Technical and Economic Evaluation. • Researched Resource Implemented or Promoted for Development purposes.

  12. Solar Hydro Biomass Municipal Waste Wind Geothermal Wave Hybrid Remote Area Power Supply Fuel Substitution RENEWABLE ENERGY DEVELOPMENT (Resources being Researched)

  13. IMPORTANT DEVELOPMENTS COMPLEMENTING REDP • RENEWABLE ENERGY SERVICE COMPANIES. • RURAL ELECTRIFICATION PROGRAM • PRIVATISATION – SUGAR INDUSTRY • RESTRUCTURING – FEA
