1. 2013第三屆航空科技與飛航安全學術研討會 國防資訊安全網路戰與軍事戰略規劃理論技術研究分析 吳嘉龍1 王文龍2 胡宸浩3 1空軍航空技術學院一般學科部航空通訊電子系教授兼系主任 2高苑科技大學電子工程學系專任副教授兼國際辦公室主任 3空軍航空技術學院一般學科部航空通訊電子系助理教授 摘要 現代戰爭之作戰速度正急劇加快中，國防戰略所發展之資訊戰，全面結合指揮、 管制、通信、資訊及電子戰等範疇的作戰方式，開啟了所謂「資訊戰爭」之新型態作戰。就國家安全方面而言，資訊網路攻擊可以成為一種強大的軍事武器，它是屬於資訊戰的一環（資訊戰的武器中就包括了電腦病毒、蠕蟲、木馬、邏輯炸彈及分散式阻斷攻擊DDoS等)，電腦病毒等的惡意程式將成為新的攻擊手段，在未來戰爭中使用的資訊武器將扮演重要角色。本論文將剖析美軍和中共在資訊戰、資訊優勢與電子作戰方面之比較，進而對美軍與中共在資訊作戰發展與潛力做更深一步的探討與說明，作為我國未來落實資訊作戰架構與提高國防資訊戰力之參考。 關鍵詞：資安政策、資訊安全、資訊戰、資訊優勢、電子作戰。 Network Warfare and Military Strategy Planning Theory Analysis for National Information Security Defense Chia-Long Wu1 Wen-Lung Wang 2 Chen-Hao Hu 3 1 Professor and Director, Department of Aeronautical Communication and Electronics, Air Force Institute of Technology 2 Department of Electronics Engineering, Kao Yuan University 3 Department of Aeronautical Communication and Electronics, Air Force Institute of Technology, Taiwan ABSTRACT Combat speed of the modern warfare has being sped up suddenly. Under the national defense strategy of war, the information warfare development comprehensively unifies command, control, information and electronic warfare modes of operations, hence, “the information war” so-called the new state combat. Considering of the national security aspect, the information network attack may become one kind of formidable military weapon, in weapon which it is belongs to which the information to fight a link information fights to Malware include computer virus, worm, trojan horse, logic bomb and distributed denial-of-service attack (DDoS) and so on. This paper will analyze at the information war of, the information superiority and the electronic combat aspect for the United States military and China Communist Party. Comparison of the development of the United States military and the China Communist Party will provide more information for better national defense strategy and infrastructure to improve information warfare ability of reference.
