FTA-Industry SGR Working Group • Activities • Presentation and discussion of the results of the SGR Workshop in August 2008 • Discussion of the “Transit State of Good Repair: Beginning the Dialogue” and the Rail Modernization Study • Presentations and discussions by each of the transit properties on the definitions used for SGR and asset management practices within their respective agencies • Discussion of a set of questions and their responses to assist in establishing a common definition for SGR and guide in the development of a framework for common inspection standards • Preparation of agenda items for the SGR Roundtable in July 2009
FTA-Industry SGR Working Group • Framework Definition of SGR • A transit asset is in a State of Good Repair if its weighted rating score based on four attributes is greater or equal to 2.5, where the lowest score equals 1 and the highest equals 5. The attributes include: • Age of the asset relative to its design/useful life • Asset condition as determined through field inspections or otherwise (e.g., visible defects, component deterioration) • Asset performance (e.g., service reliability, customer comforts, safety, meets current industry standards) • Backlog of maintenance/deferred maintenance (have sub-components been adequately maintained and replaced when necessary, is there a log jam of deferred maintenance on the horizon)
FTA-Industry SGR Working Group • Possible Next Steps for Framework Definition of SGR and Condition Asset Ratings • Detailed research may be required in determining the relative weights of the attributes • Development of an inspection manual and the necessary training to ensure that there is a reasonable consistency in the inspection and the rating process of the assets • Work with APTA Standards Committee
