Tackling the Problem The 1919 ‘Addison’ Act = Slums demolished Council houses. Money soon ran out The Wheatley Act 1924 = • Councils given more money to build houses (75,000 in Scotland) • BUT many more were needed. “Homes fit for Heroes”

In conclusion, there were many problems with urban housing. For example, over-crowding and poorly built houses. The most important factor, however, is disease because it accounted for many deaths.
