  2. How is Social Inclusion Defined in BiH? Broad definition: • Being left outside the mainstream and denied access to the social, economic and political rights afforded to others. Specific BiH context: • Impact of three transitions: i) Post-conflict reconstruction to long-term development ii) Market socialism to capitalism iii) Single-party rule to pluralist democracy

  3. Policy Frameworks Addressing Social Exclusion and Poverty Reduction Past Medium-term Development Strategy: 2004 - 2007 • BiH’s Poverty Reduction Strategy Paper Current (under development) Country Development Strategy: 2008 - 2013 Social Inclusion Strategy: 2008 - 2013

  4. Past Policy Framework and Lesson Learnt • Medium-term Development Strategy 2004 – 2007- the main goals: • Create conditions for sustainable and balanced economic development, • Reduce poverty, • 3. Accelerate EU integrations

  5. Lesson Learnt (1) • 50,32% of people in B&H are excluded and it is a good reason for preparation of Social Inclusion Strategy. This is the first time BH is preparing a strategy of this type - social inclusion is at the top of government activities; • Education and development of human capital has been recognized as the best way to overcome social exclusion and reach economic development; • For that reason, education will remain among top priorities in new BH development documents; • BH will prepare new documents in accordance with EU practice-strategic documents will be tied to the budget which will enable implementation of measures from action plans; • Full participation of all relevant stakeholders is a pre-condition for inclusion of all vulnerable groups in the process of policy development;

Lesson Learnt (2) • Overall progress with employment policy reform is unsatisfactory ; • Still no BiH strategy and no action plan ; • 50% of total employment in agricultural sector; 50% of these people working informally; • No material progress on social policy development; • No way of measuring social protection impact on poor; • Multiple systems increase inefficiency; • Gender concept has not been sufficiently incorporated into previous strategic development framework; • The new strategic goals are long-term and require multi- sectoral and stakeholder approach.

Current Policy Framework & Key Challenges • Social Inclusion Strategy 2008 – 2013 • Under development in parallel with the Country Development Strategy 2008 - 2013 • Five key goals of Social Inclusion Strategy: • Improve pension policy • Improve protection of families with children • Improve health care system • Improve education system • Employment and social policies

How the DEP is Involving Stakeholders in Strategy Preparation • Working Groups to be established, including the following stakeholders: • Governmetal representatives • NGOs representatives • Bussines association representatives • International comunity representatives • 18SWOT Working Groups meetings organized in FB&H, • and • 18 SWOT Working Groups meetings will be organised in • RS this week • Ensure participatory processes are continuous

Mechanisms for Monitoring and Evaluation (M&E) • The draft documents of Country Development Strategy 2008-2013 and Social Inclusion Strategy 2008-2013 should be completed by the end of March 2009; • By the end of 2009 should be completed the following activities: • the Action plansfor reaching the goals from strategies, • the definition of the mechanism as well as the institutional • framework for M&E; • the tables for allocation of the financial recourses from • budgets (all levels of government) for realization of • measures from action plans.

Future Plans and Support Required from the International Community (1) • B&H Council of Ministers established the Steering Board for coordination of donors aid and International Community (IC) should support fully implementation of the Paris Declarationvalues; • The IC should also improve its own donor coordination in order to achieve more efficient use of limited resources; • Ensuring of technical and financial support for DEP activities related to preparation of Strategies, Action Plans, definition of M&E mechanism and preparation of budgetary tables;

Future Plans and Support Required from the International Community (2) • The IC has expressed greatinterest in the new development cycle and its contributionshould be realized on more efficient way from both, B&H and IC, sides; • In 2009 it is neccesary to start discusions about common B&H and IC activities related to implementation of strategies’ measures for realization of action plans for time period by the end of 2013.
