  2. Save the Children Targeted, Conditional Assistance • Targeting - determining who should and who should not receive assistance due to limited resources. • Conditional – establishing co-responsibilities to receive assistance.

  3. Save the Children Beneficiary Selection Mixed Approach: Geographic – primarily rural Categories – PLW, ECD, Disabled children, students from poor families. Proxy Means Test – an approach to determine poverty status by measures other than by income. Uses “proxies” for income such as individual & HH characteristics, living conditions, consumption, and asset ownership.

  4. Save the Children Proxy Means Test (PMT) • Based on the 2010 National HBS. • Uses HH monthly consumption to measure poverty status. • Includes 46 variables in 8 categories. • Eligible if at 30% or less of MSL.

  5. Save the Children Deployment of PMT • Installed on Netbooks. • Eligibility determined at enrollment (30 minutes). • PMT (15 minutes) • Some conducted online. • Mechanism for appeals.

  6. Save the Children Why Use the PMT? • Minimize leakages to the non-poor. • Maximize coverage of the poor. • Efficiency. • Transparency.

Save the Children Management Information System (MIS) • Secured, centralized database for data storage, management, and reporting. • Operates online and off-line on small netbook computers. • Tracks all beneficiaries from program entry to exit. • Converts data into formats for statistical analysis.
