Roles and Responsibilities the Central Bank of Malta. The Beneficiary The Beneficiary is the body/organisation/entity responsible for the implementation of the project. In the case of Aid Schemes under Article 87 of the Treaty, the Beneficiary is undertaking the implementation of the projected selected by the IB (according to pre-determined criteria) and with whom a Grant Agreement is signed with the DSWS (IB). PERFORMANCE INDICATORS • Performance impact indicators should be realistically quantified. Indicators are binding and contribute towards the eligibility and selection of the project. PROCUREMENT…cont • Contracting must be done in line with the approved project proposal, Grant Agreement, application and other documents issued by DSWS • The applicant is bound to purchase all the items and carry out the works as mentioned in the application. Monitoring & Implementation • The IB will be responsible for the monitoring of the project.
