  1. FONDEN BUDGET VS SPENDITURE In the next slide you will find a graphic with the information from 1999 to date in constant currency and converted to US Dollars. Please note that, although FONDEN was created in 1996, in their first three years of operation (1996-1998) it was only a budgetary tool with no rules of operation, no disasters declarations for the municipalities of each state and by each kind of hazard and nor it had an intervention by this Ministry of the Interior. Also the FONDEN Trust was created until 1999, so we only have information from 1999 to date. As you would see in the support information (excel file), the data within 1999 and 2000 from the Trust patrimony is not very accuracy, since it was their two first years of operation and the formers administers of FONDEN back in that time didn’t keep the information well ordered.
