What is Horizon 2020? • Initial Commission proposal for a €80 billion research and innovation funding programme (2014-2020); now just over €70 billion (79 billion in current prices including inflation) • A core part of Europe 2020, Innovation Union & European Research Area: • Responding to the economic crisis to invest in future jobs and growth • Addressing people’s concerns about their livelihoods, safety and environment • Strengthening the EU’s global position in research, innovation and technology
What's new? • Challenge-based approach allowing applicants considerable freedom to come up with innovative solutions: Whole cycle from research to innovation • Broader topics (beyond thematic programmes), less prescriptive and with emphasis on expected impact • Simplified list of types of action mostly Research and innovation (100%) and Innovation actions (70%) • Cross-cutting issues mainstreamed: social sciences, gender, international cooperation
Three priorities • Excellent science • Industrial leadership • Societal challenges
Priority 1: Excellent science Proposed funding (€ million, 2014-2020)* • All funding figures in this presentation are subject to the pending Multiannual Financial Framework Regulation by the EP and the Council

Priority 3: Societal challenges Proposed funding (€ million, 2014-2020) • Additional funding for nuclear safety and security from the Euratom Treaty activities (2014-2018)
Horizon 2020 and partnering Public private partnerships: • Through Joint Technology Initiatives or other formal structures (Art. 187) • Through contractual agreements, which provide inputs for work programmes Public public partnerships: • Through « ERA-Nets » for topping up individual calls/actions (replacing current ERA-Net, ERA-Net Plus, Inco-Net, Inno-net) • Through participation in joint programmes between Member States (Art. 185) • Supporting agendas of Joint Programming Initiatives when in line with Horizon 2020 European Innovation Partnerships: • Not funding instruments, but for coordination with broader policies and programmes
Integration of SSH in Horizon 2020 • Supported through the 'Excellent Science' part of H2020 (ERC, Marie Curie and Infrastructures) • Integrated in Leadership in Enabling and Industrial Technologies (LEIT) where relevant • Integrated in all Societal Challenges • SSH play a major role in the Societal Challenge 6: "Europe in a changing world – inclusive, innovative and reflective societies"
SSH in the first call of Horizon 2020 • 199 out of 540 topics in the first call of Horizon 2020 (Pillar 2 and 3 + RI, Widening and SWFS) are flagged as SSH-relevant • Within the flagged topics the involvement of SSH will differ from a dominating/defining role to a more limited role • The SSH flagged topics constitute 37 % of all topics and an estimated budget available for SSH of 448 million euros. This represents 5.3 % of the budget (3,8 % excluding SC6) • The Excellent Science pillar is a very important instrument to support SSH research - the indicated share of SSH of the budgets for the ERC and Marie Sklodowska-Curie represents approximately 700 million euros for SSH for the first call of Horizon 2020
Integrating SSH: Future actions • Ensure that all operational directorates pursue actively the integration of SSH in their WPs • The evaluation panelsfor the SSH flagged topics need to include experts with SSH competences – guidance for integrating the SSH expertise will be made • New series of SSH flagged topics across Horizon 2020 in the Work Programmes 2016 and beyond should be developed on the basis of strategic programming building on the structured input from the research community • A regular monitoringof the integration of SSH should be organised during the lifetime of Horizon 2020
