Plan Act Do Check Environmental Management System • EMS is a SYSTEM developed to holistically manage environmental issues at a facility. • The concept is not new. It is based on a very basic management model.
but more specifically… • The procedures have been standardized to comply with DOC’s EMS Implementation Guide, EPA’s CEMP, and ISO 14001!!! • NOAA EMS Process Comparison The EMS Process: What it all entails.
Step 2: NOAA EMS Development Website • https://www.ems.noaa.gov • Log in using your NOAA E-mail username and password. • Executive Briefing for Management • EMS Overview for Developers • Glance through the Standardized procedures. This is what the EMS Team will use to help build your EMS.
Step 3: Understanding Our Strategy • Commitment Memo • Kickoff Meeting • Get Management on-Board - First order of business is securing your Management’s COMMITMENT and SUPPORT for this effort. This is absolutely critical! • Executive Briefing for Managers
Existing Policies Current Environmental Programs (Recycling, etc.) Permits (Air, Water discharge) Operating Procedures (especially HAZMAT related) Chemical/oil disposal records Existing Work Instructions Inspection records/reports NECSAS/Environmental Audit results SPCC/Spill plans Step 4: Gather Supporting Documents Assemble electronic copies of documents (or Scan paper copies) wherever possible
Step 5: Preliminary Activities: EMS Setup • -Get an up to date Organizational Chart • -Assess your current status: Questionnaire • -List your Processes – “What we do here” • -Projected Personnel Involvement: • -Designate EMS Coordinator for your facility • -List personnel with environmental responsibilities. • -Identify possible EMS team members • -List “Process Holders” (Managers, Department Heads, etc. • -List existing resources (Web, Intranet, spill response, etc.) • -Budget: Identify funding available.
Step 6: Brief Staff on what to expect -Meet with Department/Division Heads to explain what EMS entails -Describe Roles: SECO, EMS Coordinator, Facility Manager, etc. -Provide Forms to appropriate staff (Process Holders), who will Identify the Processes performed at your facility. -You will not be doing this on your own. You will have help! -Outcomes: Training Opportunities, Intranet Website, Improved Work Instructions, Procedures, and Operational Controls. -Benefits: Precise work instructions Improved waste disposal Environmentally friendly activities become institutionalized
