Background • SANSA established in terms of the SANSA Act No. 36 of 2008. • Board appointed for a period of 4 years effective 1 June 2010. • Board appointed in-terms of section 7 of the SANSA Act.
Board composition Board consists of: • a chairperson appointed by the Minister; • not less than 10 and not more than 15 members; and • the Chief Executive Officer, as an ex officio member.
Appointment Process In-terms of Section 7 of the SANSA Act, the Minister appoints members of the Board after – • Publishing a notice in the Gazette and two national newspapers circulating in the Republic calling upon members of the public to nominate persons contemplated in section 6 (2) (a) and (b); • Appointing a Panel of Experts to compile a short-list from the nominees referred to in paragraph (a)
Appointment Process • The Chairperson of the Panel has submitted a short-list of candidates together with their curriculum vitae to the Minister who must submit it to the National Assembly for approval; and • The National Assembly has submitted to the Minister an approved short-list from which to select.
Vacancies • The five vacancies are attributable to: • A minimal number of members were appointed; • The Minister could not find a suitable candidate with financial expertise as required by section 7(4)(c) of the SANSA Act; • A representative of the Department of Agriculture, Forestry and Fisheries did not take up her Board appointment;
Vacancies… cont.. • The Minister of Communications withdrew the name of the Dept of Communications representative during the Cabinet Meeting; • At the time of the appointment of the Board, an appointed member was an employee of the Hermanus Magnetic Observatory, which has since migrated to the SANSA.
Process of filling vacancies • The Minister issued a public call for nominations with a closing date of 20 July 2012. • The public call attracted 45 nominations. • Nominations were invited from the Departments (Agriculture, Forestry and Fisheries; Communications; Environmental Affairs; Rural Development and Land Reform; Water Affairs).
