It was felt that the National Proficiency Testing Scheme should be run by a unified laboratory body for the laboratories—National Proficiency Assessment Services for Roads (NPASR)
SANAS requires that the industry set up an accredited proficiency testing scheme, with follow-up and feedback
Only accredited laboratories will be used

The confidence limits for tests included in the proficiency testing scheme will be part of the output
4. Discussions on theTOR ExCo will drive and oversee the process and act as a Board of the national body (NPASR)
The service provider will be paid from an annual levy obtained from all participating laboratories and retained for a 3-year period to coordinate the national scheme
A formal, National Coordinating Body should be created to manage the proficiency scheme
5. Discussions on theTOR Terms of Reference is required for a Tender to secure a service provider
Dumas and Vlok document to form the basis
6. Establishment of a Business Entity to Run the Scheme SANRAL will put the contract out to tender and will fund the establishment of the scheme
The meeting will constitute the ExCo and coordinating body and be responsible for managing the service provider and coordinating the scheme
7. Establishment of a Business Entity to Run the Scheme SANRAL requested that Sabita and C&CI support the scheme by identifying technical experts to review revised test methods that will be investigated as part of the scheme
8. Action Plan Representation from ASPASA and SAACEL suggested
The TOR to be circulated to Exco and comments by end June
