Introduction to the VUCEM project The first working meeting to begin the project VUCEM took place on July 7, 2009. The project stems from the Federal Government with the need to establish a Import & Export Working Group to integrate into a "Single Window“ strategies to strengthen procedures and high-impact services for imports and exports in the country. Specific activities identified include data validation, acquisition of requirements, legal basis, frequency of use, resolution time, use paper and / or electronic version.
Objectives • Objective: • To create a single point of receipt of advance information from the various actors of foreign trade, which will facilitate and control trade in the country, establishing a foundation for process reengineering of the Customs System and contribute to the scheme of paperless customs, applying quality standards and best industry practices. • Specific objectives: • Reduce the cost of regulatory procedures and their response times.- Improve logistics within the Mexican territory as well as outside it. • - Reduce or eliminate corruption in the management, review and approval of documentary and field.
Benefits • Government level: • Combination and integration of technologies and procedures at federal government level. • Effective and efficient use of federal and private resources. • - Safety and security for the commercial user in all transactions. • Commercially: • - A single point for submission of all information and documentation required by government agencies involved. • - Cut costs by reducing delays in the paperwork involved optimizing release and liberation.- Application and predictable clarification of business rules that are implemented and applicable.
VUCEM situation in the NPPO of Mexico • As a result of the work of the task force, the MEXICO single window was achieved: • Model of the application procedures for: • - International Phytosanitary Certificate. • - Animal health export certificate. • Derived from the analysis of the application procedures, work was done in conjunction with the General Administration of Customs for a proposal to integrate all paperwork into one application, in which is contemplated: • - Unification of common requirements to automate the paperwork. • - Standardization of data aligned with the catalogue of the World Customs Organization.
VUCEM Project NAPPO / FAO IPPC Electronic Certification Mexico is working to integrate the significant advances of both NAPPO and the work from the electronic certification workshop held in Ottawa, Canada, and the federal project VUCEM aligned to UN / CEFACT and XML Schema as the basis for work in the exchange of electronic information.
