JASPERS overview • ‘JointAssistance toSupportProjects in European Regions’ • jointinitiative: Commission, EIB, and EBRD • 17beneficiaries: Member States which joined EU in 2004 and 2007, Croatia from 2011, Greece, fY Republic of Macedonia, Montenegro and Serbia from 2013 • focuson preparation of major projects to facilitate timely approval of high quality projects • mandatefor 2007-13 and 2014-20 programming periods • target: member states and expanding
Overview • Extensive project experience over 17 countries(801 completed/ €96 billions, 294 major approved/€56 billions) • close relationship over many years with MSs, Commission and IFIs • internalisation of expertise, learn from experience • IFIs’ in-house technical capacity and experience • based in EIB but separate from EIB lending operations • Close to beneficiaries: 70% of staff in 3 regional offices
Objectives • improving the quality of investments • accelerating the approval of projects by the Commission and by the national authorities • building capacity within national administrations: • learning-by-doing and replicating successful methods • Workshops and seminars • horizontal issues (e.g. state aid, PSCs)
Sustainableroads • Life Cycle Management – Investment 1 • Thorough preparation of investments to ensure adequate and affordable service level • Feasibility studies including detailed data collection, purpose fit modelling, followed by option analysis • Prepare economic and financial cost benefit analysis including risk assessment and sensitivity analysis
Sustainableroads • Life Cycle Management – Investment 2 • Road network development to be done in coordination with rail and public transport - Multimodality. • Road network development to be done in coordination with local (development) plans. • Local development plans provides an opportunity to identify and support a pattern of development that minimises trip generation and encourages use of sustainable modes of transport
Sustainableroads • Life Cycle Management – Investment 3 • In delivering economic growth at local level, it is essential that the wider economic needs of the country are not compromised. • New accesses to busy high speed strategic roads lead to more weaving and turning manoeuvres • Which in turn create additional risk to safety and reduce the reliability of journeys • Resulting in a negative impact on overall national economic activity and performance • . • Local development plans provides an opportunity to identify and support a pattern of development that minimises trip generation and encourages use of sustainable modes of transport
Sustainableroads • Life Cycle Management – maintenance 1 • The maintenance cost are defined already at design stage!! • Use feedback from maintenance operations to improve the design for low-cost maintenance purposes • Systematic data collection, management and sharing
Sustainableroads • Life Cycle Management – maintenance 2 • Simplify procedures • Streamline maintenance procurement • Quality standards driven maintenance contracts • Monitor the maintenance costs
Sustainableroads • Life Cycle Management – road safety • Analyse the existing safety situation and identify problems • Safety audits in the design phase • Monitor safety performance – and provide feed back on sections with increased number of accidents • Safety inspections + follow-up
Sustainableroads • Life Cycle Management – road safety winter • Spreading salt too late or too little – more accidents • Spreading salt too early or too much – higher cost • Optimize winter maintenance – use IT for appropriate warning systems
