What to achieve and how to link with regional and national components? Thai Perspectives Introductory Presentation for the Discussion on Ensuring the Sustainability of the SWITCH-Asia Policy Support Component Yogyakarta, 7-8 November 2011
Good Basis • Since the 1990’s CT was introduced, later covering other SCP aspects • SCP incorporated in to the 9thand 10thNational Economic and Social Development Plans (NESDP, 2001-2011) • SCP gain even more importance in upcoming 11th Plan (2012-2016) • Other existing concepts are e.g. “Sufficiency Economy” (Thai Initiative), “Green Economy” and later Climate Change mainstreaming efforts • Excellent foundation for incorporating sustainability in all levels of legislation, planning and administration in Thailand
Good Framework • 11th NESDP 2012 – 2016 • National Environmental Quality Promotion Strategy2012-2016 • Thai SC Strategy • Thai SP Strategy • e.g. • National Environmental Quality Act, 1992 • Factory Act, 1992 • Draft Environmental Tax Act • e.g. • Green Public Procurement • Thai Green label
11th NESDP 2012-2016 SCP-related strategies out-lined in the next NESDP Conserve, restore and secure natural resource and environment bases Shift of the development paradigm and consumption behaviors towards the environmentally friendly society Improving ecological efficiency of the production and service sectors towards the environmentally friendly society Reinforce urban environment and infrastructure management Enhance adaptive capacity to achieve climate-resilient society Enhance good governance in natural resource management
Institutional Landscape Policy Development & Implementation Office of National Economic and Social Development Board (NESDB) Ministry of Natural Resources and Environment (MNRE) Ministry of Industry (MoIn) Ministry of Finance (MoF) Ministry of Energy (MoEn) Thailand Greenhouse Gas Management Organization (TGO) Ministry of Commerce (MoC) Min. of Agriculture and Cooperative (MoAC) Ministry of Education M. of… Thai Chamber of Commerce The Federation of Thai Industries (FTI) Thailand Business Council for Sustainable Development (TBCSD) Private Sector Consumers & Civil Societies Consumer Protection Association Environmental NGOs
Major Gaps and Weaknesses • Lack of capacities to develop and implement effective and widely accepted SCP policy instruments • Lack of monitoring and evaluation system to back-up effective policy strategies and supports • Lack of coordination and common direction of several line ministries/stakeholders • Lack of economic and financial incentives/tools/mechanisms for producers & consumers to improve SCP • Focus are more on SP, with limited action on SC (as a market force!) • Laws and regulationsneed to be revised/updated and enforcedto facilitate the implementation of SCP-related policies • Awareness and R&D
Awareness policy and strategy developed Sector baseline studies conducted Focal point strengthened, action plan prepared Stakeholders trained in M&E SCP implementation plan developed Capacity strengthened in GP at all levels Monitoring conducted 100 enterprises are supported Innovative GPP/GBP Introduced/supported Recommendations for institutional improvements made Experiences fed into policy/regulatory framework Project Response & Overview Reduced environmental impact from Thai manufacturing and service sectors and from public and private consumption • Thai SCP institutional framework enabled to support increased SCP efforts Thai SCP management in place Green procurement policy strengthened SP Principles applied in selected sectors Increased awareness and knowledge M&E System established SCP educational programme drafted Awareness / educational programme implemented Experiences fed into policy/regulatory framework Experiences fed into policy/regulatory framework Main Thai Partners Department of Industrial Works (DIW) Pollution Control Department (PCD) Duration 3 Years, 10/2011–09/2014 Consultants GIZ, TEI and CSCP
Project Main Approaches • Main working approaches and orientation for sustainable results • Focus on selected policy areas/issues and sectors identified by Thai main partners/stakeholders • The project assists to consolidate/mainstream SCP efforts both on national and provincial/local level, and to develop SCP enabling policy measures, e.g. economic and financial tools, where SC and SP policy measures are better linked • Strong support of the private sector (producers and consumers) in the policy formulation process, to ensure effectiveness and feasibility • Addressing relevant and forward-looking policies (e.g. education) • Strengthen capacities of policy and decision makers both in technical and methodological aspects • Promote integrated pollution control / environmental management • Enhance public participation and multi-stakeholder dialogues • Use and promote of adapted technology/know-how transfer • Strive for triple-win (economic, environment, social)
Ideasfor Synergy & Sustainability Beyond Experience Exchange • On National / Local Level: Linkages with other SCP-related policy and • implementing projects to jointly improve existing structures, e.g. • Legislation/policy enacting: Establish a national/inter-ministerial (e.g. under prime minister office) competence/innovation centre as a “SCP policy umbrella” (e.g. legal entity), with a decentralized structure supporting SCP efforts in specific sectors and industrial areas/clusters…e.g. to serve as kind of national SCP policy clearing house • Policy formulation process: Establish new permanent platforms (e.g. for a “unified” national standard and certification system) between public, privatesector, academics and civil society for dialogues and initiating, driving or improving enabling policy measures at national and local/provincial level…e.g. annual national SCP forums • Sustainable Financing SCP Policy Support: The above could be established as a public-private-partnership entity to ensure ownership among all parties on the side of consumers and producers
Ideasfor Synergy & Sustainability Beyond Experience Exchange • On Regional Level: Linkages with other SCP PSC and other regional or of • other national grant projects (e.g. via Network Facility) for joint efforts • Eco-Label/GP: Harmonize SCP criteria for national eco-labels…with the perspective of a regional eco-label in future (in the light of 2015 regional integration) • Eco-Label/SP: Develop a regional standard (and certification/labelling) for eco-industrial park in Southeast Asia…with the perspective of awarding economic/financial incentives to certified parks/estates • Regional SCP Body: Establish a regional (inter-governmental) SCP competence centre(SEA or ASEAN or selected) for tackling regional issues, e.g. capacity building on cross-border issues/industrial corridors, regional cooperation projects or environmental crisis, etc.
