Mayor’s Gang Prevention Task Force Vision Safe and healthy youth connected to their families, schools, communities, and their futures. Mission We exist to ensure safe and healthy opportunities for San José’s youth, free of gangs and crime, to realize their hopes and dreams, and become successful and productive in their homes, schools and neighborhoods. Goal # 6 Partner and Support the County led Re-Entry Model/Effort • Board of Supervisors Creates Network June 2011 • California Governor Brown signs AB 109 July 2011 “Public Safety Realignment” implementation - Oct. 1, 2011 • Shifts responsibility for non3 from Parole to Probation • Major change for Probation Services and Jail Facilities • Re-Entry Network Launched August 2011 • Recidivism Study to Provide Baseline and Direction • Re-Entry Transformation Team: Mid-level Managers designing a County Jail process from intake to ‘warm hand off’ • Goal: Transition experience with chronically homeless, mentally ill, women to highest-risk offenders
Re-Entry Network 2012 • Implement Evidence-based Evaluation of In-Custody Programs • Utilization of Inmate Assessment Tool for Re-entry Planning • Re-Entry Transformation Team • In-Reach Pilot: Jail-based • Re-Entry Resource Center: Community-based • Ecology of Incarceration • Public Health and Violence Prevention Plan • Re-Entry Grants Awarded Second Chance Act – Re-Entry Planning Grant $ 50,000 Second Chance Act – Demonstration Project $ 750,000
Goal # 7 Forge Private/Public Partnerships • Successfully raised funds for SSIG - $371,000 (i.e. Shortino Family Foundation, Castellano Family Foundation, Reader’s Digest, Santa Clara County District Attorney Jeff Rosen, The Health Trust, etc…) • College Intern surveyed SSI Programs for effectiveness and for future funding. (355 youth participated, ages 8 to 21 years old) • Funded Fund Development Analyst • MGPTF formed a Fund Development Sub-Committee to include Mayor, County Supervisor, District Attorney, and City Staff. • SV Leadership Group in partnership with the Franklin-McKinley Children’s Initiative. Funding raised - $4.5 million with an additional 12 million targeted towards EduCare Facility in gang impacted hot spot.
Challenges • Shrinking budgets and staff resources ( Federal, State, County, City, CBO’s, etc…) • Increased workloads and low staff morale • Sharing data • Monitoring effectiveness of programs. • Zero Tolerance policies in school districts • Empowerment of parents and their continued involvement in their child’s life.
