Social protection in the context of HIV – what does it mean for key populations?
Who are we talking about? • Populations who are • Disenfranchised • Marginalised • Hugely stigmatised • Very often criminalized • Often living with generational rightlessness mediated by class, race, gender or caste. • Their social exclusion severely restricts their access to their entitlements.
What is to be done? • Collectively claim entitlements and rights. • Where social protections are constitutionally guaranteed and available, struggle for inclusion. • Where the state fails to provide social protection, create own solutions, while continuing to struggle for rights and social inclusion.
Usha • Started by 12 peer educators of Sonagachi Project in 1995. • Registered as a formal cooperative institution. • A financial success story – won the award for the best managed cooperative many times.
Enhancing social capital and citizenship claims • Strengthened financial literacy among sex workers. • Brought down interest rates of traditional money lenders. • Popularized modern financial instruments. • Brokered financial engagement with public and private financial institutions. • Usha’s financial success increased visibility and strengthened their claim as capable citizens.
What are the policy and programmatic implications? • Both Brazil and India examples indicate for key populations, social protection interventions haveto be located within a broader framework of collective struggle for enfranchisement and rights. Mechanistic or instrumentalist approach will not work. • In the context of criminalization all key populations are under persistent threat of harassment, arrest and incarceration. These violations of human rights also costs them financially. So social protection interventions for key populations have to address this key issue. • For social protection to work for key populations policies – both at global and national levels have to be harmonized.
