The second Inter-Balkan Forum on IT Thessaloniki, June 9-10, 2000 • paralel session on “e-government” led by myself, helped by Raphael Koumeri • countries represented: Albania, Bulgaria, Cyprus, FYROM, Greece, Romania, Slovenia, Yugoslavia Information Society Perspectives in SEE

R&D E-Government related projects The second Inter-Balkan Forum on IT Ideas for propsals: • Networks for Universities and Researchers • Site for a coordinated approach of the common interest issues: Health, Pollution, Contamination, having as model the experience and achievements of the IDA project Information Society Perspectives in SEE

R&D E-Government related projects The second Inter-Balkan Forum on IT Ideas for propsals: • Balkan portal for all the Balkan Governments services for information and provision of documents of common interest. An interesting case could be the rules and the legislation that apply for foreign investment as well as the legal documents and the application forms (in national and English language) needed for such projects. R&D E-Government related projects The second Inter-Balkan Forum on IT Procedure proposed: • Identification of the priorities, which should be of common interest for, at least, three Balkan countries • Defining the Coordinator and Partners and their roles • Identifying the programme in which the proposals might be submitted (IST, IDA, PHARE, OBNOVA-CARDS etc.) Information Society Perspectives in SEE

R&D E-Government related projects Recommendation made: South-Estern Europe sould benefit from a dedicated IT related financing program *** The Balkan Stability Pact has NOW good provisions for achieving the regional goals related to e-government, e-commerce, e-education. Balkan countries must take advantage of that! Information Society Perspectives in SEE

ICI’s R&D contributions to e-government • 1992 - first Strategic Planning of the Informatization of Romania • 1993-1996: Sectorial Strategic Planinnings • 1996-2000: The up-date of the strategic Plannings for the whole Romania, for Ministries and for local public authorities Information Society Perspectives in SEE

  9. R&D E-Government related projects B. ICI’s R&D contributions to e-government • 1994-1999: National Information Infrastructure, including the permanent registers of natural and leagal persons, of administrative units and of general cadaster Information Society Perspectives in SEE

ICI’s R&D contributions to e-government • 2000: Feseability study on “Dej on-line - the city of the Information Era” (presented last year) • about 20 economic and social areas • about 50 applications identified • 4-5 years long • about 3.5 M$ total cost Information Society Perspectives in SEE

ICI’s awareness contributions to e-government • International Conference on ICT in Public Administration ICTPA - 1996-2000 (its 6th edition, October 2001) with: • more than 700 Romanian and foreign participants • more than 70 participants from 32 European countries, including European Commission Information Society Perspectives in SEE

ICI’s awareness contributions to e-government • 15 national level seminars (1995-1997) for central and local public administration institutions in 7 Romanian cities, with more than 1300 participants • 3 “Summer Schools” (1997-1998) on “Information systems for public administration” Information Society Perspectives in SEE
