The new wage system sets up two tiers in the country’s wage system. It orders employers per region to pay a mandatory amount as “floor wage,” and “encourages” employers to pay workers a productivity-based incentive on top of it. That is, if the company reports improvements in productivity. The amount of the floor wage is to be determined by the government. The other tier, the productivity-based wage, is to be determined by productivity committees to be formed per company.
