Overview, Legal Framework and Institution of the ACSS • ASEAN Framework of Cooperation in Statistics (AFCS) 2010-2015 Adopted by the ASEAN Heads of Statistical Offices Meeting in 2010 and acknowledged by the Leaders at the 17 th ASEAN Summit in Hanoi 28 October 2010 provided the mandate for the establishment of ASEAN Community Statistical System (ACSS) • ACSS Committee was officially endorsed at the 43 rd meeting of the ASEAN Economic Ministers in August 2011 at Manado Indonesia

ACSS Committee: Term of Reference • Shall be the highest policy making and coordinating body on statistical matters in the ASEAN region and primary functions include: - ensure supply of timely and comparable ASEAN statistics; - promote improvement of statistical infrastructure at the national level and facilitate human resource and institutional capacity building; - promote and maintain an efficient statistical system via appropriate mechanisms for statistical coordination and development

ACSS Committee: Term of Reference (continued) - formulate statistical policies pertaining to statistical operations geared towards improvement and harmonisationof ASEAN statistics; - monitor and evaluate the progress of the implementation of statistical policies, plans and programmes in ASEAN; and - establish and enhance institutional linkages with other international statistical bodies to further the statistical development agenda of the ACSS.

  8. ACSS Strategic Plan ACSS is guided by its Strategic Plans: A. ACSS Strategic Plan 2011-2015 – addressed challenges through • strengthening the institutional framework; • strengthening ASEAN statistics; and • narrowing the development gaps - ACSS has accomplished significant achievements amongst which include significant progress in harmonisingIMTS, FDIS and SITS and narrowing development gaps of IMTS, FDIS and SITS in CLMV - would like to note the contribution of development partners EU, PARIS21, GIZ , AADCP and AANZ-FTA

  9. ACSS Strategic Plan (Continued) B. ACSS Strategic Plan 2016-2020 – main purpose to strengthen the mechanism and system established in the preceding plan, for sustainable development and flow of statistical information, better satisfaction of statistical information needs, and sustainable capacity building in the AMSs. - broad strategies include: • institutional strengthening, enhancement of ACSS and its sustainability • improvement of the response to greater data needs • enhancement of dissemination, communication, visibility and the use of ASEAN statistics • catching up and narrowing development gaps - will be drafting indicative strategic plan for 2020-2025

  10. Working Group on IMTS 1. Starting date -2009 2. Frequency of meetings - from 2009 to 2012, once a year; next meeting in Oct .2015 3. Activities – • IMTS harmonisation;   • Guidelines and mechanism for data transmission, validation and dissemination;   • IMT data revision and confidentiality;  • Methodology documentation;  • Assessment of data quality and IMTS compilation system; • Promotion of quality assurance and improved data processing. 4. Assistance of AMSs – • DOSM has yet to provide assistance to other ASEAN countries;  • To host CLVM study visit in 2016 5. Assistance received – • Mission from EASCAB  IMTS consultant in, 24-27 Jan 2011; • TOT on IMTS 2010 Manual, 8-12 Nov 2010; • Studies on asymmetry analysis with Vietnam and Indonesia, 2011 & 2012 6. Benefits - Improved officer’s skills and knowledge in IMTS concepts, methodology,  processing, validation, and dissemination as well as asymmetry analysis

Activities – To initiate the development of international trade in services statistics (SITS) among ASEAN member countries 4. Assistance to AMSs – appointed as a chairman of WGSITS starting 2104 – provide leadership. 5. Assistance received – • Workshop on SITS, Organized by ASEAN Secretariat, KL (Expert/Resources Person: Mr John Billing), 6-8 Sep 2006 • Co-hosted Training on FATS, Organized by ASEAN Secretariat, Melaka, Malaysia, 14–15 July 2009 • EASCAB Programme: SITS Assessment Mission in Malaysia (Expert: Mr Philip Turnbull) 30 Mar–2 Apr 2010 • Co-hosted EASCAB Programme: SITS Training & Technical Assistance in DOS Malaysia (Expert: Mr Philip Turnbull) 1-4 Mar 2011 • AANZFTA ECWP Programme : Workshop on SITS, Bangkok, 28-30 Mar 2011 • EASCAB Programme: Workshop on SITS, Hanoi, 28 Nov-1 Dec 2011 • EASCAB Programme: SITS Training & Technical Assistance in DOSM (Expert: Mr SimonHumphries), 21-24 Feb 2012 • International Seminar on Trade in Services and Tourism Statistics, Jakarta 9 Oct 2013 • Co-hosted Regional Workshop on SITS in Kuala Lumpur, 22-23 Sep 2014 6. Benefits - Assist in development of detailed compilation of SITS
