IMO – Regulations in High Latitudes A presentation to ISOM 2004 Rhodos - Greece Fred Smits National Institute of Water and Atmospheric Research (NIWA)
The Arctic Shipping Guidelines for the Arctic Ice-covered waters were ratified by IMO in December 2002
The ATCM meeting requested the Antarctic research ship operators of COMNAP to study these IMO guidelines for use in the Antarctic
This was carried out between 2001-2004 and is now completed. ATCM has submitted the COMNAP recommendations to IMO asking IMO to adapt / modify the Arctic Shipping Guidelines for the Antarctic and to be renamed: IMO Guidelines for Ships Operating in Polar Ice-Covered Waters
Main issues to be resolved by IMO for the Antarctic are: • Ice-pilot training • Cleaning-up of oil spills • Removal of wrecks • Need for double-bottom hulls
Other items under current study by COMNAP are: • Use of heavy fuels in the Antarctic • Release of ballast water in Antarctic waters • Need and options for navigational aids A survey amongst members of COMNAP is now underway
