    17. 17 SeaPort-e is the Navy's electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management.  The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corp, and the Defense Threat Reduction Agency (DTRA) compete their service requirements amongst 1800+ SeaPort-e IDIQ multiple award contract holders.  The SeaPort-e portal provides a standardized, efficient means of soliciting offers from amongst the diverse population of large and small businesses and their approved team members.  All task orders are competitively solicited, awarded and managed using the SeaPort-e platform.  Since nearly 85% of its contract–holders are small businesses, the SeaPort-e approach to acquiring services provides opportunity that fuels the Nation’s engine of job growth. The Commanding Officer has also requested that certain types of actions expected to exceed $10,000 be posted on our command site at http://www.ntsc.navy.mil under the Business Opportunities (Open Acquisitions) link. These types of actions are; draft documents, RFP notices, SAP RFQ notices, and sources sought/market survey notices. IAW the regulations, anything that we're required to publish a notice for should be transmitted to the Governmentwide point of entry (GPE). The FAR identifies this as fedbizopps. As you stated below, DFARS has no further coverage. The PGI's have no further information, either. As for NMCARS, the reference that you have cited doesn't mandate NECO, it states, "If the solicitation is going to be available on or through NECO .... Then give the offerors the URL....". Fedbizopps doesn't have a link to our Business Opportunity page and our Business Opportunity page does not have a link to Fedbizopps. ARB – explain that this is chaired by 2.5 with CCO participation by TSD, AD (Pax & Lke) and CL. Also, explain that OSBP, legal and program office/customer participate. ISD MAC presently in planning, no estimated RFP date. This presentation is an update representing current changes (in red) to the June 2009 TSIS:

    31. 31 A Couple of TSIS Updates…… Description/Summary of Program Requirements Device 11G2: Develop a Close In Weapon System (CIWS) operations and maintenance trainer prototype by modernizing the current software baseline to include Block 1B baselines 0 and 1 surface mode target acquisition and engagement operations. Delayed due to acquisition strategy considerations (SDVOSB Set-Aside) and requirements stability. RFP release TBD, but soon. Device 1B11B COVE FMB: Installation of a second Full Mission Bridge (FMB-2) Conning Officer Virtual Environment (COVE) Trainer. FMB-2 will incorporate existing COVE baseline software functionality with an upgraded visual projection system to include “look down” capability. Acquisition strategy recently shifted from competition under TSC II to sole source. RFP release TBD, but very soon.

    35. 35 PDX Supports: Cross Service, Joint, and Non-DoD Programs $101.4M (FY09) TOA, 72 Work Years, and 90% reimbursable 17 of 27 current projects are Navy – 10 are cross-warfare, 10 are Joint 22 government employees, 5 military Joint Forces Command (JFCOM), Modeling & Simulation Coordination Office (M&SCO), Commander, Navy Installations Command (CNIC), Special Operations Forces (SOF), Anti-Submarine Warfare (ASW), and Department of Homeland Security (DHS) programs are growing.
