Used for acquisitions >$10K
Does not serve as a substitute for Government Point of Entry posting requirements for acquisitions >$25K (i.e. “www.fedbizopps.gov”)
Includes acquisitions conducted under NAWCTSD’s Multiple Award Contracts
You are hereby advised that you must comply with the FAR requirements to publicize contract opportunities and award information (FAR Part 5) to the Governmentwide point of entry (GPE), via the Internet, at http://www.fedbizopps.gov. The Commanding Officer has also requested that certain types of actions expected to exceed $10,000 be posted on our command site at http://www.ntsc.navy.mil under the Business Opportunities (Open Acquisitions) link. These types of actions are; draft documents, RFP notices, SAP RFQ notices, and sources sought/market survey notices.
IAW the regulations, anything that we're required to publish a notice for should be transmitted to the Governmentwide point of entry (GPE). The FAR identifies this as fedbizopps. As you stated below, DFARS has no further coverage. The PGI's have no further information, either. As for NMCARS, the reference that you have cited doesn't mandate NECO, it states, "If the solicitation is going to be available on or through NECO .... Then give the offerors the URL....".
Fedbizopps doesn't have a link to our Business Opportunity page and our Business Opportunity page does not have a link to Fedbizopps. It is just understood, that while the regulations require posting only in Fedbizopps one must also post documents on the TSD Business Ops page. You are hereby advised that you must comply with the FAR requirements to publicize contract opportunities and award information (FAR Part 5) to the Governmentwide point of entry (GPE), via the Internet, at http://www.fedbizopps.gov.
