Illegal agitation.“Clubs of electors” • In August 2010, first ‘electors’ clubs’ began operating in Sumy • During these ‘club’ gatherings, speakers were telling people about achievements of the new government and urged them to vote for the ruling party’s candidates at the upcoming local council and mayor elections • Before the 2nd of October, when the Party of Regions could legally start the official electoral campaign, hundreds of ‘club’ gatherings like these took place throughout the Sumy Oblast
