WV-NSG-NSP-003 West Virginia E9-1-1 Network Separation Plan NP-DP-2009-134 • Planner: Johnny Guajardo • Detailed Description:Migration of the West Virginia E9-1-1 network elements from Freehold NJ and Fairland NY to the proposed North Central realigned E9-1-1 network elements (ALISA, DBMS,IM, Gateway) to be installed at Ft. Wayne IN and Everett WA. This solution requires a waiver from Business Development. • Assumptions: • Frontier to absorb additional cost for cross country dual PSAP ALI links at close. • Open Issues: • Resolve facility issue with Keyser WV and Cumberland MD 911 Tandem separation and realignment. • Length of time to install and migrate circuits and links • Approximate Build Interval: 7 months after plan approved and funding secured. (new for SpinCo) AZ SC Fort Wayne Gateway (new for SpinCo) Fort Wayne DBMS (new for SpinCo) TX Level3 FL • All network elements shown are new for SpinCo, using existing Everett and Fort Wayne IT locations • DBMS (Database Management System) – Inventories E-911 customer name, addresses, and location information from service orders • ALISA (Automatic Location Identification Service Adjuncts) – Updated by DBMS; performs selective routing for 5ESS and provides ALI information to PSAP positions when queried • The two DBMSs will back each other up through IP connectivity • ALI and DBMS functionality for CA, AZ and NV under investigation Notice: Not for use or disclosure outside of Verizon without express written permission.

  5. 911 – E911 Database Management & NTAS Database Management The E911 DBMC employees correct the address in the E911 system (DBMS), in NTAS (National Telephone and Addressing System) and all VZ systems/databases. Force • Currently in WV we have 1 Supervisor and 14 Associates that are E911/NTAS trained and functioning. • The West Virginia E911/NTAS load is estimated at 10 FTE Associates. • We estimate that some Associate retirements (of the 14) will occur prior to the Spinoff closing. E911 Description of Function The WV E911 Database Management Center (DBMC) Team performs the following activities: • Error resolution for daily service order fallout and LNP errors • Data entry into DBMS for modifications requested to the Master Street Address Guide (MSAG). • SPOC for county addressing authority • Research and resolution for E911 call misroutes, NRF’s and PSAP referrals • Project Management for E911 re-addressing/conversion projects. • Modification of customer records due to re-addressing/conversion activity. • Referral of service order activity for special accounts to appropriate departments. • ESN (Emergency Service Number) maintenance services Notice: Not for use or disclosure outside of Verizon without express written permission.

  7. NTAS Description of Function NTAS is the repository for service addresses for Verizon East and for telephone numbers for Verizon East and West. The Database Management Center (DBMC) Team performs the following address activities: • Error resolution for daily service order fallout. • Data entry into NTAS for modifications. • Modification of customer records due to re-addressing/conversion activity. • Maintenance of SAG (Street Address Guide).   8. Summary of Cutover Plan • The WV DBMC will continue all the above described functions up to cutover. Post cutover E911 and NTAS functions and training requirements to be determined after consultation with Frontier and VZ subject matter experts. • VZ planning to provide the force to continue above functions after cutover. WV State Addressing Project Status • Completed addressing and converted to enhanced - 4 counties • Currently working old/new addressing - 6 counties • Currently working with the counties requesting/providing AD HOCs, ESNs, MSAGs, answering questions – 28 counties Notice: Not for use or disclosure outside of Verizon without express written permission.

  11. 9-1-1 Service Management • VZB is the E9-1-1 Service Provider for 51 PSAPs • The WV 9-1-1 SM is the central point of contact and escalation manager to the Public Safety Answering Point (PSAP) customer for any 9-1-1 service related issue or trouble. • VZB will migrate the WV 9-1-1 SM to Frontier - Coordinate/Communicate any cutover activity with the PSAPs - Provide Customer Contact/Profile Information and any Relevant files Notice: Not for use or disclosure outside of Verizon without express written permission.

  12. 9-1-1 Project Management • The 9-1-1 Project Manager works with interdepartmental teams to manage and complete the implementation/installation of new 9-1-1 network, CPE, and/or database elements • Provide Overview/Status and Project Plan for open projects • Provide internal/external contact information • Provide technical overview of equipment to be installed • Transition project work to Frontier Notice: Not for use or disclosure outside of Verizon without express written permission.

  13. 9-1-1 Tier 2 CPE Support • Provide technical support to 9-1-1 SM and to the CCC • Vendor Management for 9-1-1 CPE vendors – document and track all open trouble tickets referred to vendors • Software release testing and implementation over site • Develop training curriculum recommendations for CPE field technicians • Develop installation methods and procedures for field technicians • Application maintenance for Infosource Database Notice: Not for use or disclosure outside of Verizon without express written permission.

  14. 9-1-1 Tier 2 CPE Support Cutover Plan • Provide overview of vendor organizations, products, contacts, and trouble reporting • Provide separate copy of Infosource, migrate WV data, stage database for deployment on IT supported servers (Lotus Notes Based Database) • Provide technical service bulletins of installation procedures Notice: Not for use or disclosure outside of Verizon without express written permission.

  15. 9-1-1 Tier 2 Database Support • Provide Tier 2 Database Support for all Wholesale, Retail, and VZB external customers who update their subscriber data in VZ’s 9-1-1 system for WV. • Responsible for Vendor Management for the 9-1-1 systems and their vendors, ie. Intrado, and HBF • Document and track all referrals and trouble tickets, and enhancement requests • Perform software release testing and implementation oversight for all vendor applications • Notifications of all system work, planned and unplanned Notice: Not for use or disclosure outside of Verizon without express written permission.

Tier 2 Database Support Cutover Plan • Provide listing of external carriers currently processing data in State of WV • Provide overview of functionality provided in VZ 9-1-1 application • Provide overview of specific support functions currently performed by team Notice: Not for use or disclosure outside of Verizon without express written permission.

  17. 9-1-1 VoIP/Wireless Implementation • Assist Wireless and VoIP carriers and their 3rd Party Providers in initial testing/deployment to the PSAP • Assign and maintain all pANI assignments required by the carrier for 9-1-1 VoIP and Wireless call routing • Facilitate the distribution of Wireless and VoIP MSAGs and ESN information for downloading pANI records in to the E9-1-1 database systems. • Coordinate the creation of ALI Steering tables for directing ALI queries to 3rd Party Wireless and VoIP databases • Provide pre and post conversion trouble assistance Notice: Not for use or disclosure outside of Verizon without express written permission.

  18.
