The role of FAO • Right to Food – central to FAO’s mandate • 151 countries (most of which FAO member states) ratified the International Covenant on Economic, Social and Cultural Rights • Right to Food is an international legal obligation for these states • CFS requested FAO to facilitate VG preparation • Intergovernmental working group set up • VGs adopted by FAO Council in November 2004 • FAO expected to provide the necessary assistance to VG implementation
The Voluntary Guidelines for the Progressive Realization of the Right to Food • From normative concept to practical implementation • An implementation tool for all countries • Strengthen and reinforce key development agendas (re. World Food Summit; MDG 1 etc.) • Growing responsibility of governments and citizens
Operationalizing theRight to Food • New area of work for FAO and its Members • Valuable lessons learned during preparation of Voluntary Guidelines • But much remains to be learned • Challenges ahead: • Mainstream Right to Food in FAO work • Raise understanding of the meaning of the right to food and corresponding obligations of state and non state actors • Facilitate the utilisation of the Voluntary Guidelines in Member States
Supporting national implementation of RtF in selected countries action learning at country level • Brazil: Support to monitoring the operationalization of the Right to Food • Sierra Leone: Support to Right to Adequate Food Coordination at policy level (following May 2003 Symposium) • Honduras: National Seminar on implementation of RtF October 2004
Developing advocacy and training materials and tools • Elaboration of Guidelines to Monitor the Implementation of the Right to Adequate Food at country level (case studies in Brazil & Uganda ) • Development of advocacy and awareness-raising material for youth: Support for Right to Food Panel Book: A Window on the World
Core areas for future work • Advocacy at national and global level • In-service training to relevant staff in country (at all levels) • Communication strategies for the public • Information management: review lessons learnt, data base, networks, dissemination, • Mainstreaming and feedback into policy and operations • Incorporation of Rtf in institutions of higher education
This will require... • Strengthening and expanding capacity in house • Collaboration with relevant institutions at global and national level • Working with/for different audiences • Partnering with universities for action-research and training • Link with: • OHCHR, CESCR • Other rights-based initiatives • SCN and UNDG
